The City is seeking a contractor to construct the Oakwood Drive and East Drive Stormwater and Roadway Improvement Project (the "Project"). The Project is intended to provide water quality, stormwater management, roadway and landscape improvements and beautification along the East Drive corridor from NW 36th Street on the south to South Royal Poinciana Boulevard on the north, as well as drainage improvements in Stafford Park and along Oakwood Drive (the "Project Area"). Additionally, the project will accommodate the safety of pedestrians, cyclists, and motorists by improving landscape features, roadway geometries (e.g. introducing a roundabout at the intersection of East Drive and Oakwood Drive) as well as improving the stormwater management within the service area identified to reduce flooding in the area and thereby reduce flood impacts to private property and flood-related safety hazards to residents. This project considers the needs of the City of Miami Springs to comply with FDEP TMDL requirements as the City is located in WBID 3290 and has an outfall to the Miami Canal- C6, an impaired watershed for dissolved oxygen and Escherichia coli (e.coli) in the water body. The main benefits of the project are: 1) Reduce flooding in low-lying areas within the service area and thereby reduce the threat of flood damage to private and public property. 2) Improve surface drainage capture and conveyance to the outfall on the C6 Canal. 3) Improve groundwater quality. 4) Improve the water quality of surface drainage that outfalls into the C6 canal from the service area by installing a new stormwater management system with a nutrient separating baffle structure integrated with the existing drainage infrastructure and by utilizing Best Management Practices (BMPs) that promote sustainable management and treatment of surface drainage. 5) Improve the environmental condition of the C-6 Miami Canal, the C-6 Miami River, and Biscayne Bay. 6) Provide roadway and sidewalk improvements to accommodate pedestrians, cyclist and vehicular activity, including a roundabout in the intersection of East Drive with Oakwood Drive, that will improve pedestrian safety and beautify this section of roadway. The City of Miami Springs (City) owns, operates, and maintains the stormwater management system within its service area.
