The piney point phosphogypsum stack system (the "Stack system") is in manatee county, florida. The stack system has four partially closed phosphogypsum compartments. Phosphogypsum is a byproduct of fertilizer production. On august 25, 2021, the manatee circuit court entered an order appointing herbert r. Donica as a receiver to take control of the stack system and oversee its final closure. The receivership is to remove the pond water inventory, maintain, repair, and permanently close the stack system so it is no longer a threat to public safety and the environment. This procurement is for the removal & consolidation of marine sediments from the ngs-s compartment, one of four phosphogypsum stack compartments, the new gyp stack - south (the "Ngs-s"). The ngs-s has an area of about 72 acres (measured at the crest) and holds about 713,000 cubic yards of marine sediments. In addition, currently the compartment contains approximately 133,000,000 gallons of standing water (a mixture of accumulated rainfall, seawater, and remnant of pretreated process water). The ngs-s compartment was partially closed (I.E., lined with hdpe geomembrane) and used to store water and carryover marine sediments generated by the dredge operations, and does not have phosphate industry related process water (water quality data of all compartments will be provided with the bid documents). The removal & consolidation of marine sediments in the ngs-s compartment will involve three main components: Component a - dredging operations: (I) contractor is to provide adequate equipment, labor, supervision, and operation plan to perform the dredge operations to meet the project's objectives, restrictions, and schedule. (ii) unless nearby electric power is available, the contractor is to provide independent power sources for the operation. (iii) operation plan: the bid proposal shall include detailed operation plan to address all required elements in the bid invitation and instructions including instrumentations such as online measurement with data logs of the percent solids of the dredged slurry streams. Instruments must be regularly calibrated to meet the manufacturer's standards. Data loggers must be calibrated by the approved third party. (iv) any damage to the existing 80-mil hdpe geomembrane (liner) by dredging operations can result in the shutdown of the dredge operations and costly liner repair. Therefore, it's very important for the contractor to submit a liner protection plan with its proposal to outline countermeasures (engineering control & operational) on the dredge operations to prevent causing damage to the 80-mil hdpe liner. If any damage occurs, it must be immediately reported to the receiver. (v) operation plan should outline control measures and instruments to maximize the acquisition of the marine sediments, protecting the liner, and maintain the required percent solids in the slurry streams. Component b - geotextile tube operations: I. Base foundation of the dewatering bag operations: foundation of the dewatering bag operations at two designated locations will be constructed by others. Ii. Geotextile tubes: to be provided by the receiver unless the dredge contractor is to bid and be awarded the work (see bid form). Iii. Provide and install pipes/hoses/connectors, valves etc. And operate/manage the geotextile tube operations including manifold system and polymer injection system. Iv. Provide equipment & skilled labor to monitor, maintain and maximize the effectiveness of the geotextile tubes operations including filling cycles, timely deactivation, and re-activation of feeding ports to maximize use of geotextile tubes, timely application of vibratory compactors to promote dewatering. V. Monitor and plan for filling cycles of the geotextile tubes and installation of new geotextile tubes for maintaining continuous dredge operations. Vi. If the dredge contractor is responsible for providing the geotextile tubes, all bid instructions in the geotextile tube section of the bid documents shall apply. Component c - polymer injection operations: I. Provide, install, and operate the polymer injection system (polymer tanks, agitators, metering system, etc.) at the injection rates as directed by the receiver. If the dredge contractor is to provide the polymer, the contractor is responsible for proper dozing of the polymer to meet project performance objectives and committed duration. Ii. The polymer injection system must be equipped with instrumentation to allow for continuous monitoring and keeping records of injection rate. Iii. The receiver will monitor and test the performance of the polymer and dewatering process including consolidation rates in the geotextile tubes. Iv. If the dredge contractor is responsible for providing the polymer, all instructions in the polymer section will apply. The contractor's scope of work shall also include any other related tasks deemed necessary by the bidder except for the tasks to be performed by others described in the bid documents. The contractor shall also perform ancillary work activities which shall include but shall not be limited to receiving geotextile tubes, receiving/unloading polymer, tracking inventories of geotextile tubes and polymers. The receiver reserves the right to reject any and all bids, to waive irregularities, if any, and accept the bid, which in the judgment of the receiver, is determined to be in his and/or the project's best interest.
