The City of Blue Springs "City" is soliciting proposals from qualified planning, urban design and/or economic development consulting firms for the update to the City's Downtown Master Plan. The Blue Springs community envisions a vibrant, mixed-use downtown that is the economic and social heart of the community. The concept has been achieved through years of intense community discussion, including Downtown Alive!, several citizens' visioning efforts and the efforts of various community partners, including the Blue Springs Chamber of Commerce. Through those efforts, the City's previous Downtown Master Plan goals and vision have been achieved and Blue Springs is seeking new ideas to continue to push the community into the future. Several successful projects in Downtown Blue Springs have created momentum for redevelopment and this project will be integral to fulfilling the vision for downtown. Historically, the downtown has been an agriculturally focused, railroad-centered, small town commercial center. Presently, the state of the downtown environment consists of retail businesses, several large City owned vacant lots, small offices, artisans, a butcher, a popular microbrewery, restaurants and medical offices. The area contains very few undeveloped parcels, with a high intensity of uses focused on Missouri Highway 7 and the railroad. Areas to the north, south, and west contain a mixture of residential densities, along with commercial and light industrial uses, with the area to the west serving as the Historic District. The east consists primarily of strip commercial development along the Highway 7 corridor. The City reserves to right to approve or deny any and all proposals.
