The Rock Island County Metropolitan Mass Transit District (dba MetroLINK) is soliciting a Statement of Qualifications (SOQ) and proposals from qualified professional engineering and design consulting firms to conduct and provide Architectural, Engineering, Design &/or Construction Management services to assist in the development of numerous transit related projects within the MetroLINK service area. MetroLINK wishes to obtain the professional services of a firm, which can take the various transit projects through engineering, design development and implementation. It is the intent of MetroLINK to negotiate a professional services agreement for the provision of engineering and design services with the selected firm on an as needed basis for a three year period with two option years. Projects may include, but are not limited to passenger amenities, such as:
o shelters
o mega stops
o bus cutouts
o passenger stations
o equipment installation The project may be funded with financial assistance contracts between MetroLINK, the United States Department of Transportation and/or the Illinois Department of Transportation. Therefore, all respondents will be required to certify compliance with applicable Local, State, and Federal laws and regulations pertaining to third-party procurements. Respondents will be required to agree to and follow all terms, conditions, rules, requirements, certifications, issued addenda and supply all required attachments as part of their response. This project will have a DBE Goal of 3.05%. Respondents who cannot meet the DBE goal must attach proof of good faith efforts to meet the goal. In order to view all documents, scope of work, etc related to this procurement you must create an account in MetroLINK's e-procurement portal system (Ionwave). MetroLINK requires that all responses to this solicitation be submitted electronically by the due date and time in the e-procurement portal system (Ionwave). Email, fax or hard copy submittals are not acceptable and will be rejected. Suppliers are solely responsible for correctly submitting their response into the electronic system (IonWave). Proposals will not be opened publicly. The acquisition of services will be accomplished through a competitive two step procurement process due to Brooks Act requirements for Architecture & Engineering Services. Contract award will be made to the most qualified, responsive, responsible proposer that submits the highest ranked proposal, has reasonable pricing andt satisfies the overall terms of this RFQ, in the best interest of MetroLINK as determined by our evaluation team. Scoring will be determined by a MetroLINK Evaluation Committee comprised of staff, selected stakeholders and/or professionals, as needed. MetroLINK may interview the top few ranked proposals as part of the evaluation. Proposals that do not provide all required information may be rejected. MetroLINK bears no responsibility for delays or errors in submittal of response by the Contractor. Late submittals will not be allowed. By submitting a your response, you certify that you are authorized to represent and bind your company and have the technical, physical and financial resources to complete the project and comply with all requirements.
MetroLINK will first evaluate the statement of qualifications submittals (due to using Brooks Act procedures, no pricing is to be submitted with the initial proposal.). Evaluations will be preformed and we will then reach out to the highest ranked proposer for pricing. If MetroLINK and the selected vendor cannot reach agreeable fair and reasonable pricing, MetroLINK will move on to the next highest ranked proposal.
