Demolition for a municipal facility in Old Bridge, New Jersey. Completed plans call for the demolition of a municipal facility.

The Township of Old Bridge intends to demolish the existing one-story Old Bridge Public Library Laurence Harbor Branch building located at 276 Laurence Parkway on Block 9, Lot 276, at the northwest corner of Laurence Parkway with Shoreland Circle (Figure 1). The existing building is approximately 2,800 square feet in size, constructed on a concrete slab with a perimeter foundation, approximately three feet deep. A portion of the building has a basement space that is accessed by two (2) exterior "bilco" doors located on the west and north sides of the building. The approximate area of the basement is 1,200 square feet, with a maximum height of 6 feet. Existing Architectural Plans from 1990 through 1998 are included as separate documents for review, but do not show the existing basement area. In 2020, exterior walls and a partial roof located at the northwest corner of the building collapsed, which led to the building being uninhabitable. The repairs have proved to be too costly, and so, the Township has decided to demolish the building. The Township of Old Bridge is seeking cost proposals for demolition of the existing building and minor site work to include, but not be limited, to the following scope of work items: 1. Complete demolition and proper disposal of the existing 1-story building with partial basement, including all equipment and labor required to remove the building materials, above and below grade utility services, removal of footings and foundation walls. 2. Complete removal and proper disposal of the concrete ramp, walkways and driveway, railings, concrete landings & pads, bilco doors (2), bike rack, mechanical equipment, and library signage at the exterior building. 3. The sidewalks along Laurence Parkway and Shoreland Circle are to remain. 4. The brick retaining wall with underdrain system along Laurence Parkway, Shoreland Circle and the adjoining property to the north located at 275 Laurence Parkway is to remain and be protected. 5. The existing chain link fence between the subject site and the adjoining property located at 275 Laurence Parkway to the north is to remain 6. The contractor will be responsible for the installation of a galvanized chain link fence approximately 165 linear feet, 6 feet high with a 10-foot-wide double access gate, located along Shoreland Circle and adjacent to the top of the brick retaining wall, see Site Plan Sketch (Figure 2). 7. Complete removal, trucking and disposal of all demolition debris material to a licensed landfill and / or recycling facility along with manifest paperwork indicating the same. 8. Upon completion of demolition and removal of all debris, import certified clean fill on site to fill voids left by the existing foundation and basement area. The contractor is to provide documentation of the source of the imported fill and supporting material indicating the imported material meets or exceeds the New Jersey Residential Direct Contact Soil Remediation Standards (NJRDCSRS) or Non-Residential Direct Contact Soil Remediation Standards (NJNRDCSRS), whichever is more stringent as set forth in N.J.A.C. 7:26D. 9. The site is to be graded and loose soils compacted, within the entire building footprint and any surrounding area disturbed, such that it is level and provides positive drainage away from neighboring properties to avoid any adverse impacts. The disturbed areas are to be revegetated using five (5) inches of topsoil and topped with a Green Single Net Seed Germination and Erosion Control Blanket. 10. The contractor is responsible for obtaining a demolition permit from the Old Bridge Building Department. Two field inspections are required by the Building Department once the demolition permit is issued and a notice to proceed is issued by the Engineering Department, as follows: a) Prior to backfilling the excavation. b) After backfilling, topsoiling and installation of green seed germination blanket. 11. It is anticipated that the work will take no more than 10 calendar days. The contractor is required to meet the following minimum standards for demolition of the existing building: 1. Prior to the start of demolition, the contractor is to call (800) 272-1000 for utility mark outs. 2. Perform all demolition and related work in accordance with OSHA standards; use flagmen as may be required for trucks and equipment to/from the property. 3. Thoroughly clean up the property of any dirt and debris, materials, signage, fencing, etc. upon completion. 4. Perform all work in accordance with municipal and / or NJ prevailing wage standards. 5. Obtain all municipal and state permits. Old Bridge Township Demolition Permit fee will be waived except for any State of New Jersey fees. See Figure 3 for Old Bridge Township Demolition Requirements. 6. Dumpsters are not permitted on or near site for the overnight hours.
