The proposed improvement includes but is not limited to the following Work at the City of Quincy's Regional Airport located at 1645 Highway 104, Quincy, IL 62305. o Stabilize the terminal building foundation wall by furnishing and installing 8 helical piers. o Replacement and repairs to damaged terminal building facilities. Bidders will be required to provide Bid security equal to five (5) percent of the Bid in the form of a Bid Bond written by a company properly licensed in Illinois, a certified check or a cashier's check. The successful Bidder will be required to furnish a performance and payment bond on forms provided in the Specifications and Contract Documents, equal to one hundred percent (100%) of the total contract price. The City of Quincy, in accordance with the Laws of the State of Illinois, hereby notifies all Bidders that the City reserves the right to reject any and all Bids, to waive minor informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding information contained in a bid. The City will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to a responsible and responsive Bidder without discrimination on the ground of race, color or national origin, but the Owner reserves the right to reject any or all Bids received and to waive formalities. All questions about the meaning or intent of the Contract Documents shall be submitted to ENGINEER in writing. Questions will be reviewed and responses to questions that do not involve a change to the contract documents will be issued weekly via email. Replies will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
