Renovation of a municipal facility in Waterbury, Connecticut. Completed plans call for the renovation of a municipal facility.

The City of Waterbury, Department of Water Pollution Control (hereinafter "City"), is seeking proposals from qualified proposers to perform Collections Building Roof Replacement at the Water Pollution Control Facility as detailed and described in the Request for Proposal (the RFP) Documents This Request for Proposal scope of work includes removal of approximately 18,000 square feet of membrane roofing and associated insulation and install new insulation, membrane, flashing and all other roofing appurtenances as shown in the contract documents. In addition, install new roof drains, associated interior drain piping and structural supports for same as well as new 8-inch SDR discharge storm piping. All work will take place at the Collections Building. The Successful Proposer shall substantially complete all work and services required under this contract within One Hundred Eighty (180) consecutive calendar days of the City's written Notice to Proceed and shall reach final completion within Two Hundred Seventy (270) consecutive calendar days of the City's written Notice to Proceed, and in accordance with the Project Milestone (all collectively hereinafter referred to as "Contract Time"). The respondent shall provide insurance as set for in Attachment D provided by insurers, satisfactory to the City and authorized to do business in the State of Connecticut, an "A"- Best's Rating and at least a Class V3 or better financial category as shown in the most current A.M. Best Company ratings. There will be a mandatory Information Session and walk-through of the proposed work areas with respect to this, starting at the Administration Building at 210 Municipal Road. All persons attending the tour shall have the proper PPE equipment including vest, hardhat, safety glasses and safety footwear. All questions and communications about this request for Proposal and submission requirements must be directed to the City of Waterbury Procure Ware website and must be received by 2:00 PM on Tuesday, May 16, 2023. Responses to questions submitted by the above date or identified at any Information Session to be held in regard to this RFP, along with any changes or amendments to this RFP, will be available via the City of Waterbury Procure Ware website by Friday, May 19, 2023 at 2:00 PM. Each Proposal shall be submitted be accompanied by a Proposal Security in the amount of ten (10) percent of the Total Proposal Price .The City will also require a 100 percent Payment Bond and/or other additional security with a surety, and in a form, acceptable to the City. The City reserves the right to award in part, to reject any and all proposals in whole or in part for misrepresentation or if the proposer is in default of any prior City contract, or if the proposal limits or modifies any of the terms and conditions and/or specifications of the RFP. The City also reserves the right to waive technical defects, irregularities and omissions if, in its judgment, the best interest of the City will be served. 25 percent of the work with DAS certified Small and Minority owned businesses and 25 percent of that work with DAS certified Minority, Women and/or Disabled owned businesses. The Contractor and its subcontractors shall conform to Federal and State of Connecticut labor laws, and all other laws, ordinances, and legal requirements affecting the work in Connecticut.
