The City of Palm Coast, Florida is requesting proposals from qualified wireless facilities developers and/or communication service provider(s) for the project and lease proposal described herein. The City reserves the right to accept or reject any or all proposals, to waive irregularities or informalities in the proposals, and to award a contract to the respondent that best meets the selection criteria and the City needs. Question Deadline: May 18, 2023 at 2 p.m Intent to Bid Due Date: May 24th 2023, 2:00 PM EDT SCOPE OF WORK (OPTION A) A. Tower, Support Buildings, Visual Impact, and Coverage Area: Option A Proposers shall propose a galvanized 150 foot monopole-type tower of such height, capacity, and structural integrity that it will be capable of providing reliable coverage for at least three (3) FCC licensed wireless providersto their customersin Palm Coast, as well as make available to the City of Palm Coast for their water treatment communications equipment space at the top of the monopole for an omnidirectional Commscope DB589-Y antenna with a center of radiation at 154 feet AGL, 7/8" coax transmission line from the base of the antenna to the ground and connection to City transmission equipment, together with a side-mounted point to point SCADA antenna and related transmission line at 149 feet AGL, and associated transmission line, along with minimal ground space for transmission equipment which should be specified in the Proposal Narrative. The tower shall be designed in such a manner that it permits expansion to accommodate future sub-lessees with minimal or no disruption to tower operations, while also providing an aesthetically pleasing visual look. The City would lease ground space to the tower owner and would consider options of monthly rates or possible revenue sharing. Use of the site is limited to the wireless communications services for which the facility is being constructed. It is intended to be an un-manned site used only for the transmission and reception of wireless communications by the providers located thereon. Only those activities directly related to the operation and maintenance of the communications systems structures and utilities at the site are permitted. Proposals must include precautions regarding emergency preparedness, such as the installation of a standby power generator, include plans for a complete grounding system to protect the tower, any ground equipment/buildings, and its internal and external equipment. The proposed structure shall be built in compliance with ANSI/EIA/TIA 222 H (as amended) utilizing Class II and Exposure C Categories. Proposals should also include descriptions of planned interference mitigation with City owned antenna, grounding design and proposed backhaul methodology, together with designation of ground area for City equipment.
