The review and evaluation of the submitted Proposals will take estimated 60 to 90 days before notification from the City of Wichita that a contract has been approved by City Council. The selected firm will be responsible for providing staff who will operate the watertreatment plant control room and manage the drinking water treatment processes within the plant as well as the pumping, distribution, and flow throughout the water distribution system. Responsibilities will include the following: Operate and monitor production, pumping, and distribution systems from a control center utilizing data from the Supervisory, Control and Data Acquisition (SCADA) system and the Geographic Information System (GIS). Make process control decisions about drinking water treatment systems. Monitor and maintain flows and pressures within all systems, including making decisions regarding how to balance flows to basins and reservoirs to maintain water storage requirements. Monitor water levels in reservoirs and towers and makes appropriate pump changes. Collect water samples and performs basic chemical tests. Utilize test results to make process change decisions. Operate chemical feed equipment and control feed rates, determines chemical dosage needs for varying conditions, and makes appropriate changes in chemical feed rates as required to maintain water quality. Troubleshoot treatment problems associated with pH, solids level, mixing intensity, chemical dosage, and biological processes. Monitor weather and forecast daily water consumption and production requirements. Record information about plant performance on log sheets or computer databases. Meet permitting and reporting requirements, Operate the systems in compliance with all applicable permitting and environmental requirements as established by the City of Wichita, the Kansas Department of Health and Environment (KDHE), and the Environmental Protection Agency (EPA)
