GENERAL INFORMATION 1.1 PURPOSE: The Hanover County School Board intends to award an Architectural and Engineering Contract to a qualified firm, to provide design services to renovate an elementary school in Beaverdam, Virginia. The intent is to upgrade the existing building to current codes and instructional standards through a combination of renovations to the existing space and new construction. Beaverdam Elementary School 15485 Beaverdam School Road Beaverdam, VA 23015 The renovated school is scheduled for re-occupancy in August 2026 (or sooner), with an enrollment capacity of 350 students (pre-K - 5th grade). 1.2 It is the intention of the Board to continue to occupy all or parts of the existing Elementary School during the renovation and construction phases and to minimize the need for temporary learning spaces. In addition to providing the services to design the new school, the contract may also include architectural, engineering and abatement services to demolish sections of the building. 1.3 DISTRICT PROFILE: Hanover County has one of the largest school districts in Virginia and is among the 300 largest of the 15,500 school districts in the United States. Hanover County Public Schools (HCPS) serves approximately 17,500 students in pre-K-12: fifteen (15) elementary schools; four (4) middle schools; four (4) high schools; an online school; a trades and technology center; and an alternative education center. All HCPS schools are accredited by the Virginia Department of Education (VDOE) and the Southern Association of Colleges and Schools. Hanover Schools have been recognized with ten (10) National Blue Ribbon School of Excellence awards. Hanover was the first Virginia school district to receive the U.S. Senate Productivity and Quality Award for Continuing Excellence. 2. STATEMENT OF NEEDS 2.1 The Contractor shall be responsible for the preparation of complete contract documents and for contract administration for the entire time until successful completion and acceptance of the project by the Owner. 2.2 All work necessary for the completion of the project shall be in accordance with the applicable provisions of the Virginia State Department of Education, Virginia Uniform Statewide Building Code (latest edition, including all subsequent modifications and supplements), Hanover County Planning and Building Inspections review process and current Americans with Disabilities Act. 2.3 The Contractor and its consultants will have demonstrated ability to finish projects within specified times, within a specified fixed fee, within Owner's budget, with minimal claims and with minimal change orders other than those requested by the Owner. 2.4 The Contractor and its consultants will have demonstrated experience in project construction administration to include proposal evaluation, negotiations, problem resolution, team building, reporting, logs and CPM scheduling analysis. 2.5 The Owner in the Request for Proposal refers to the School Board of the County of Hanover, Virginia. The Owner's Representative is the Director of Facilities for Hanover County Public Schools. 2.6 The contract for architectural and engineering services will include the following phases: A. County Reviews: The Contractor shall provide one full set of drawings and specs for the owner to review and comment at the following phases: 1. 100% Schematic Design Phase 2. 100% Design Development Phase (35% CD's) 3. 65% Construction Document Phase 4. 95% Construction Document Phase 5. 100% Bid Document Phase The Contractor shall allow the Owner 10 days at each of these phases to review and comment on the documents. Should the Owner engage a third party commissioning agent the Contractor shall cooperate and coordinate with the consultant, including but not limited to coordination of design review comments, project specifications and requirements and functional testing As of September 28, 2023, a design team has been identified.
