Project: Materials Testing and Special Inspection Services - Laboratory of Record for Various Districtwide Projects Deadline for submittal of questions 5/11/2023 at 2:00 p.m. Evaluation of SOQs 5/26/2023 through 6/7/2023 Anticipated approval of Engineering Services pool 7/13/2023 PURPOSE The Kern Community College District ("Owner") is issuing this "Request For Qualifications" ("RFQ") to prospective firms ("Proposers") interested in submitting Statements of Qualifications to provide Materials Testing and Special Inspection-Laboratory of Record Services ("Inspector") for potential district-wide project(s) in accordance with its Construction Planning, Scheduled Maintenance Planning, and Hazardous Materials Planning that are not under construction as of the issuing date of this RFQ ("Project(s)"). Owner intends to select one or more qualified and properly licensed firms ("pool") to provide the services identified herein, on an as-needed basis. Members of the pool ("Consultant(s)") will be selected to provide services for Project(s), in whole or in part, will be selected by Owner at any time during the period of five (5) years, commencing July 13, 2023 through July 12, 2028 with potential of one (1) year extensions for a total of ten (10) years (the "Term"). By process of this RFQ, Owner will assess the qualifications and abilities of the firm and personnel submitting statements of qualifications to meet Owner's needs for the Project(s). II. PROJECT INFORMATION A. Project Description: The Project(s) may include, without limitation, development, new construction, additions/renovations, re-construction and modernization, and/or expansion of Owner's community college school site(s) and/or other academic and non-academic facilities and may be subject to funding. If funding is not available, the Project(s) will be placed on hold until funding becomes available. Consultant may be assigned any portion, or all, of one or more of the Owner's projects and/or specific Materials Testing and Special Inspection services, in Owner's sole discretion, pursuant to an executed Independent Consultant Agreement, a copy of which is attached hereto as Attachment "A". Notwithstanding the foregoing, nothing contained herein obligates Owner to assign any project to a Consultant. B. Governing Code: The governing codes are the applicable codes of the State of California, as amended, including but not limited to education code, public contract codes, building codes, and health and safety codes. C. Budget: The Project(s) will be established within general cost figures set by Owner and guidelines established by the California Community Colleges Chancellor's Office ("CCCCO"). D. Project Duration: The work is to be completed on or before a date to be determined by Owner. III. SCOPE OF SERVICES Services to be rendered by Inspector to Owner will be specifically assigned by Owner according to Owner's best interest and applicable Owner's policies and procedures utilizing the applicable Inspector's specialization and qualifications, in Owner's sole discretion. Moreover, Inspector may be assigned any portion, or all of one, or more of the Project(s), in Owner's sole discretion, at any time during the Term. Notwithstanding the foregoing, nothing contained herein obligates Owner to assign any project or service to Inspector. Project Inspection services will be required on all District projects and are not limited to those that require Division of State Architect (DSA) approval. All inspection services shall be provided in accordance with Title 24 of the California Building Code. The assigned inspectors shall provide the services as defined in Independent Consultant Agreement. In addition to those defined services, without limitation the District may also require other services and any additional responsibilities reasonably necessary and customarily provided by Project Inspection firms conducting such business in the Southern California area. Consultant shall provide the services described in Independent Consultant Agreement as well as their required tools, transportation and equipment to perform the assigned services. For Program Management Team Projects (AECOM/Parsons), Consultant shall utilize as required, the PMIS (Program Management Information Systems) that have been established for the KCCD Bond Program. Access to and training for the PMIS will be provided at no charge to the Architect/Contractor/Consultant. General Scope The successful Respondent will be responsible for providing Special Inspection and Materials Testing staff as necessary to support the contractors and perform materials tests. The duties of the Materials Testing Laboratory shall be consistent with the requirements of the 2016 California Building Code and the requirements of the Construction Contract Documents Requirements for Inspection and Materials Testing shall generally include: Project Staffing. Testing and inspection personnel shall be certified in the disciplines for which they are providing inspection. Inspection personnel shall be experienced individuals with backgrounds in large mixed-use office structures. The individual or official of the firm who has the power to bind the firm contractually must sign the SOQ. The SOQ preparation and associated direct costs are the sole responsibility of the Proposer and will not be reimbursed by the District. Submittals shall not contain more than thirty (30) pages single-sided or fifteen (15) pages double sided, excluding front, back covers and tabs. Interested firms shall submit three (3) copies of the requested information and an electronic pdf on a thumb drive in a sealed and marked envelope to the address listed below, as follows: "RESPONSE TO REQUEST FOR QUALIFICATIONS: Project Materials Testing and Special Inspection Services" Deadline for submittal of questions 5/25/2023 at 2:00 p.m
