The intent of this Request For Proposal and resulting contract is to obtain engineering design services for preliminary and final design plans and specifications for the Harrison Avenue Stormwater Infrastructure and Complete Street (SICS) Project Phase I (also known as the Green & Complete Streets: State St & Harrison Ave. Project). The project includes the installation of separate stormwater infrastructure, with accompanying green infrastructure and complete streets design for portions of Harrison Avenue and East State Street in Camden City. The Project entails installing a new storm sewer, all required storm inlets in accordance with New Jersey Department of Transportation Standards, green infrastructure along the length of Harrison Avenue and portions of State Street between the Cooper River and River Avenue, pedestrian and bike lanes and other improvements in conformance with Complete Streets Criteria. The Design Consultant will design the routing of the storm sewer from East State Street to 27 the street, connecting the storm sewers to the downstream portion of the combined sewer system regulator CSO 23A at 24 the street. The Design Consultant will also maximize new green infrastructure along Harrison Avenue and East State Street and design the reconstruction of these to meet Complete Streets criteria including bicycle lanes, pedestrian lanes and other appropriate improvements.
