Demolition, site work and new construction of a civil project in Portland, Tennessee. Completed plans call for site work for a water / sewer project; for the construction of a water / sewer project; and for the demolition of a water / sewer project.

The Project consists of the following major elements: Construction of a proposed 500,000-gallon Elevated Storage Tank. Reconfiguration of existing valve vault including altitude, gate, and check valves, piping, supports, sampling port, electrical modifications for future connections to SCADA panel, and modifications to the existing concrete vault. Installation of yard piping, including fittings, and connection to existing water lines. Site grading, drainage, and fencing, including erosion control and final site restoration. Demolition of existing 300,000-gallon Oak Hill Tank. The work will be awarded in one Contract. Contract time is 360 consecutive calendar days. Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. This project is being supported with Treasury, Coronavirus State and Local Fiscal Recovery Fund grant funding. This project is funded under a grant contract with the State of Tennessee, Department of Environment and Conservation. Therefore, certain restrictions and other federal requirements attach to this opportunity. The Owner hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Owner is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractor's must not appear on Sam.gov disbarment list. Disadvantaged Business Enterprises (DBE) Requirements: This project involves ARP SLFRF funding, and does not involve the SRF Loan Program. Certain documents within this manual contain references to the SRF Loan Program DBE requirements. No documents are required to be submitted to the SRF Loan Program for this project. These documents are being provided as guidance for soliciting DBE participation. This project is funded through a TDEC ARP grant and therefore must assure that small and minority businesses, women's business enterprises, and labor surplus area firms are used when possible (2 CFR Part 200.321). Special Notice to Disadvantaged Business Enterprises (DBE) Firms: All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, sub-contractor, professional service provider, supplier, or equipment vendor are encouraged to contact Ms. Marilyn Robinson, Executive Director, at the Nashville Minority Business Center to review bidding/contract documents. Qualified DBE firms may also contact OHM Advisors, 209 10th Avenue South, Suite 154, Nashville, TN 37203 in order to obtain copies of bidding/contract documents. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. No bid may be withdrawn within 60 calendar days after the scheduled time for receipts of bids. The Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise.
