Demolition, site work and new construction of a civil project in Portland, Tennessee. Completed plans call for site work for a water / sewer project; for the construction of a water / sewer project; and for the demolition of a water / sewer project.

The Project consists of the following major elements: Construction of a proposed 500,000-gallon Elevated Storage Tank. Reconfiguration of existing valve vault including altitude, gate, and check valves, piping, supports, sampling port, electrical modifications for future connections to SCADA panel, and modifications to the existing concrete vault. Installation of yard piping, including fittings, and connection to existing water lines. Site grading, drainage, and fencing, including erosion control and final site restoration. Demolition of existing 300,000-gallon Oak Hill Tank. The work will be awarded in one Contract. Contract time is 360 consecutive calendar days. Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. This project is being supported with Treasury, Coronavirus State and Local Fiscal Recovery Fund grant funding. This project is funded under a grant contract with the State of Tennessee, Department of Environment and Conservation. Therefore, certain restrictions and other federal requirements attach to this opportunity. Certain documents within this manual contain references to the SRF Loan Program DBE requirements. No documents are required to be submitted to the SRF Loan Program for this project. These documents are being provided as guidance for soliciting DBE participation. This project is funded through a TDEC ARP grant and therefore must assure that small and minority businesses, women's business enterprises, and labor surplus area firms are used when possible (2 CFR Part 200.321). The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. No bid may be withdrawn within 60 calendar days after the scheduled time for receipts of bids. The Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise.
