Demolition and site work for a road / highway in Bolivia, North Carolina. Completed plans call for the demolition of a road / highway; and for site work for a road / highway.

Brunswick County has established the following objectives for this project. Any changes to the specifications or Scope of Work will be made in the form of an Addendum to this Request for Proposals and will be supplied to all known prospective contractors and posted on the Brunswick County website. Notwithstanding the foregoing, contractors will be responsible for ensuring that they have all addenda. Brunswick County may negotiate and refine the final Scope of Work with the selected contractor. Brunswick County reserves the right to negotiate additional services with the selected contractor at any time after the initial contract award. Brunswick County is soliciting sealed proposals for the demolition/disassembly and removal of the River Street Bridge located on Shallotte Creek in Supply, North Carolina (33.936133, -78.33379). This bridge is a private timber bridge constructed in the mid to early 1970s. The bridge has deteriorated and collapsed into Shallotte Creek following Hurricane Florence. It is currently intact; however, due to historical flooding and severe tides, the bridge has been displaced from the support pilings leaving it exposed during mid to high tides. As such, streamflow and stream navigation are severely inhibited. The contractor will be tasked with implementing the proposed Scope of Work and meeting the requirements developed in the Streamflow Rehabilitation and Assistance Program ("StRAP"). To meet the goals of StRAP, the primary responsibility of the contractor will be to demolish/disassemble and remove the bridge in its entirety from the stream channel. The contractor will also be responsible for any site remediation required following the removal of the bridge. In addition to the foregoing, the contractor will also be responsible for complying with the requirements of the U.S. Department of Homeland Security and the United States Coast Guard when performing the Scope of Work, as more particularly set forth herein. Brunswick County will not be responsible for the failure of any mail or delivery service to deliver a proposal prior to the stated date and time. Regardless of the manner of submission, any proposal received after the stated date and time will not be considered. Incomplete proposals or proposals inconsistent with the required format may be disqualified from consideration. Questions or requests for further information regarding this Request for Proposals shall be submitted in writing to the attention of Elliot Swain at elliot.swain@brunswickcountync.gov no later than May 18, 2023, at 12:00 PM ET. A copy of all questions, further clarifications and answers will be made in the form of an Addendum to this Request for Proposals and will be provided to all known contractors and posted on the County's website. Notwithstanding the foregoing, contractors will be responsible for ensuring that they have all addenda. Brunswick County reserves the right to award a contract, based on initial proposals received from contractors, without discussion and without conducting further negotiations. Brunswick County may also, in its sole discretion, initiate further discussions with contractors that it deems to fall within a competitive range. Award shall be made to the lowest responsive, responsible bidder unless otherwise specified. Brunswick County shall not be deemed to have finally selected a contractor until a contract has been successfully negotiated and signed by both parties. Demolition of the River Street Bridge: The River Street Bridge shall be disassembled and removed out of the Shallotte Creek in its entirety. The structural support pilings used for the wooden span bridge shall be removed from the waterway. The contractor shall exclude the pilings located on the stream banks as well as the existing abutments/retaining walls, to the extent possible. All stream bank support structures shall remain intact to reduce as much stream bank erosion as possible. Loose debris escaping downstream during the disassembly process should be kept to a minimum. It is recommended that the contractor utilize best management practices, netting, or personnel to ensure debris capture. The contractor shall provide all materials, tools, machinery, labor, personnel, and supervision necessary to perform the Scope of Work. Proposals should include costs for demolition, material removal/disposal, and any grading, seeding/mulching related to site remedial work.
