Renovation of a museum in Saint Marys City, Maryland. Completed plans call for the renovation of a museum.

For the purpose of this solicitation, the Instructions to Bidders for Construction Projects (July 2022), and the General Conditions for Construction Contracts (July 2022) have been supplemented Carefully review the Department of General Services Instructions to Bidders for Construction Projects (July 2022) and General Conditions for Construction Contracts (July 2022) which are attached to this solicitation. The Project Classification for this solicitation is: B ($100,000 to $500,000) For the purposes of bidding, all Contract Documents used for bidding, must be printed in the size and resolution advertised. Bid/Proposal Affidavit, Bid Bond, and Payment of Employee Health Care Expenses Certification ALL forms required to be submitted with the bid must be attached to the solicitation response form as one attachment. Faxed copies or emails will not be accepted. For this solicitation, the following forms MUST be submitted with the bid: Historic St. Mary's City is a living history museum that sits on 850 acres along the banks ofthe St. Mary's river in St. Mary's County Maryland. It is Maryland's first capital established in 1634. The mission ofthe Historic St. Mary's City Commission is to preserve and protect the archaeological and historical record ofMaryland's first colonial capital and to appropriately develop and use this historic and scenic site for the education, enjoyment, and general benefit ofthe public. We are replacing four 17th century reproduction riven roofs and riven siding on various Buildings throughout HSMC located at 47414 Old State House Rd ,St. Mary's City ,MD Riven is clapboard about 5 feet long and is derived by hand splitting logs into thin boards used in colonial times for roofs, siding fencing and other various uses This is a 17th century reproduction roofs made from oak riven. o All riven to be used for roofing must be white oak #1 grade. o All riven to be used for siding must be white oak #2 grade. o Lengths vary, but are 5-6ft generally. The contractor will be responsible to measure riven lengths of existing riven on each building in able to order the proper components for each building. Note that per each run of roofing across use similar width boards .Clapboards shall have generally uniform surfaces. Major irregularities shall be smoothed by adzing. o All clapboards shall be installed with a two inch overlap of their edges to the corresponding board. o Gable end clapboards where they terminate and overhang must be left square without taper o Clapboards shall be overhung at their terminal ends on gable by two inches. diagram C o All clapboards shall be six inches to eight inches in width with uniform width and shall be authentically riven with no modern tool marks evident. o All clapboard shall be tapered in cross section, measuring approx. 5/8 - 3/4 inch on one edge and tapering to 1/4 - 3/8 inch thick on the opposite long edge with adze. o All sapwood and hardwood core must be removed- see diagram A1-A2 o All clapboards shall be free of knots, holes and rot o All clapboards must be straight and free from any excessive twists Completed Bid Bond Form (if bid is over $100,000) - submit in accordance Item 5 in the Instructions to Bidders for Construction Projects. Bid/Proposal Affidavit - submit in accordance with Item 2.B(6) in the Instructions to Bidders for Construction Projects. Payment of Employee Health Care Expenses Certification - submit in accordance with State Finance & Procurement Article Title 17, Subtitle 8. If bidders elect to attach forms to bids, the apparent low bidder will be required to submit the original bid bond within 72 hours of notification from procurement officer. a. Contractor shall pay an electronic transaction fee to the State in the amount of one percent (1%) of the total contract sales. The electronic transaction fee is calculated based on all sales transacted under the contract, minus any returns or credits. The electronic transaction fee shall not be charged directly to the customer, e.g., as a separate line item, fee or surcharge, but shall be included in the contractors bid. b. The electronic transaction fee shall be submitted to the Office of State Procurement: Fiscal Services Division, 301 W. Preston Street, Room 1309 Baltimore, MD, 21201 No later than Forty-five (45) calendar days after the end of each reporting period along with a Monthly Usage Report documenting all contract sales. An excel version of the Monthly Usage Report shall be emailed to dgs.statewidecontractsusagereport@maryland.gov. c. Failure to remit transaction fees in a timely manner or remittance of fees inconsistent with the contracts requirements may result in the State exercising all recourse available under the contract including, but not limited to, a third party analysis of all contract activity. d. Prior to Award, Contractors will be asked to confirm in writing that their unit prices include the one percent (1%) electronic transaction fee. The work shall be completed within 120 calendar days from the start date of the contract. If the work is not completed within the time period specified, the contractor will be liable for liquidated damages of $350.00 per calendar day as specified in the General Conditions. The base bid shall include without limitation, labor, materials, bailing, shoring, removal, overhead, profit, insurance (including builders risk insurance, if applicable) etc. Builders Risk Insurance is NOT required for this project. NOTE: Refer to the General Conditions for Construction Projects, Bid prices are irrevocable for a period of 120 days following bid opening. After opening bids, the Procurement Officer may request bidders to extend the time during which the State may accept their bids, provided that, with regard to bids, no other change is permitted. The contract awarded to the successful Bidder pursuant to this IFB will be in the form of Attachment A. ALL DGS contracts must have a company seal or notary on the signature page of the contract in order for contracts to be executed. Payment of Employee Health Care Expenses Certification, Under State Finance & Procurement Article Title 17, Subtitle 8, Form MUST be submitted with the bid. Failure to submit the form will deem the bidder as non-responsible and the bid will be rejected under COMAR 21.06.01.01. Prevailing wage rates apply to all contracts in the amount of $250,000 or more. Wage rates applicable to projects of $250,000 or more are attached to the specifications.
