The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 25, 2023, at 1:30 PM at the Region Two/District Two Office in Dixon. Phase III engineering services are required to provide a Materials Engineering Consultant in District Two along with possible need for Materials Technicians (field/lab or technical office work). The Consultant will provide support for various IDOT materials functionality, office work, inspection, and field/lab processes throughout District Two. This position(s) will report directly to District Two headquarters located in Dixon, IL. each day to perform tasks and/or receive assignments, unless assignments are given in advance which require reporting to an alternate location. This work may involve working directly with contractors, producers, suppliers, local agencies, and/or other consultants. The Materials Engineering Consultant (one Illinois Licensed Professional Engineer) will work, supervise, and assist the District Two Geotechnical and Physical Test Units in the capacity of an IDOT Civil Engineer V. The Materials Engineering Consultant will assist District Two management with managing staff, engineering issues, report writing, plan review, staff training as needed, field inspection of construction sites, utility permits, and other duties as assigned in the District Two Geotechnical Unit. The Materials Engineering Consultant will attend all necessary meetings as determined by the department. The Materials Engineering Consultant will assist District Two management with managing staff, engineering issues, plan review, updating District Two master band sheet of course and fine aggregates as they come in from producers, review of precast QC plans, MISTIC/CMMS, training of staff as needed, learning aggregate produced in District Two, and other duties as assigned in the District Two Physical Test Unit. Additional engineering services may include materials acceptance responsibilities like sampling, testing, and documentation of test results of various materials such as Hot-Mix Asphalt (HMA), Portland Cement Concrete (PCC), aggregates, Recycled Asphalt Pavement (RAP), Recycled Asphalt Shingles (RAS), soils, pipe, precast and prestressed concrete, drill crew, field inspection (construction jobsites, quarries, and utilities permit), assist with nuclear gauges, and technical office work.
