The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 2, 2023, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase I engineering services are required for the preparation of a Combined Design Report for the historic structure that carries US 67 (Centennial Bridge) over IL 92, the BNSF Railroad in Illinois and the Mississippi River, the Riverfront Trail, and West River Drive in Iowa. This is anticipated to be an Environmental Assessment (EA) project that will follow the NEPA-404 merger process and will use NEPA scoping due to the potential for cultural issues, threatened and endangered species and potential for possible relocations. District Two, together with the Iowa Department of Transportation will be engaging in a study that may include total replacement and widening of the structure and consideration of a potential new alignment. Various alternates will be studied to determine the most viable solution at this location. Impacts to the interchanges of IL 92 on the Illinois side, and West Second Street on the Iowa side may need to be explored as the project develops. Consideration must be given to the Historic Districts that are located on both sides of the river, as well as pedestrian and bicycle accommodations within the project limits. An investigation into maintaining pedestrian and bicycle traffic during construction may be required.
