The grading and drainage improvements shall be limited to the area between Hwy 41N (state route 11) and the CSX Transportation Railroad on South Adams St. and the area between Hwy 41NM (state route 11) and Winter Street on North Commerce St, as shown on the plans. Contracts shall list bids as three separate projects with an option to select any one or all. The City of Adams reserves the right to reject any and all bids and to waive any informalities or irregularities therein.
