Conceptual plans call for site work for a road / highway; for paving for a road / highway; bridge / tunnel; bridge / tunnel; for the demolition of a bridge / tunnel; and for the construction of a bridge / tunnel.

This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 2, 2023, at 10:00 AM at the Region Three/District Five Office in Paris. Phase I/II engineering services are required to provide a project report (anticipated to be a categorical exclusion) and final contract plans, specifications, and cost estimates for the bridge new deck(s) rehabilitation on I 55 over US 136 E of McLean. This project includes Phase I work which may consist of a Bridge Condition Report; a Structure Report; and preliminary roadway plans for I 55 over US 136, as well as preliminary roadway plans for US 136 and preparing a project report. This work may include data collection, development of alternatives, cost estimates, traffic management analysis, traffic management plans, accident analysis, quantity computations, and other related work items required to produce a project report. This project includes Phase II work which may consist of conducting route surveys, geometric studies, roadway plans, and any other related work required to complete final plans, 3D Model, special provisions, and estimates.
