Demolition, site work, new construction and renovation of a mixed-use development in Westminster, Maryland. Completed plans call for the demolition of a municipal facility; for site work for a swimming pool; for the construction of a municipal facility; and for the renovation of a swimming pool.

The County Commissioners of Carroll County (hereinafter referred to as Owner) are inviting qualified General Contractors to submit proposals for construction services for the demolition and renovations to construct a Conference/Training Room within the existing therapy pool and mechanical room of the COVE Building The site is located at 115 Stoner Avenue, Westminster, MD 21157 Bidders must be pre-qualified by the Carroll County Bureau of Building Construction prior to bid opening. The bidder must be approved for the type of work applicable to the project as stated. The pre-qualification application forms shall be submitted to the Bureau of Engineering a minimum of fifteen (15) days in advance of the bid opening. Application forms are available for download from the Bureau of Engineering webpage. To ensure your prequalification gets properly routed to the Bureau of Building Construction for this project, on the application under Items for Prequalification and under category T. Building Construction select any category. Please add the following information in the General Notes section. Company Name: Contact Information: Company Address: Phone Number: Email Address: The work under the construction services contract (Owner/Contractor Agreement) resulting from this RFP, will include the following scope of work: but is not limited to demolishing the existing physical therapy swimming pool and pool space area and renovate this space into a conference/training room. The following items shall be included within the Scope of Work: Existing 26' x 17' pool to be filled in. Please price with 2 options compacted stone option one and using Geofoam to fill the void option two. Both options for the new concrete floor slab shall be with proper reinforcement wire and rebar and pinned concrete shall be broom finished to match the existing floor. Pool coping to be removed and disposed. Floor height in the mechanical room approximately (18' x10') shall be raised to same height as floor slab of existing pool area. Pool heater and two (2) filters to be removed and disposed of by contractor all are currently disconnected. All existing floor drains are to be cemented solid and permanently sealed as directed and approved by Carroll County Permits. Remove all skimmer boxes and fill with new concrete to fill any voids. Fill any and all penetrations in the existing concrete with concrete such as the pool ladder and handicap lowering device. Install new floor receptacle and data boxes in floor area located under conference room table area as directed by owner. Add Ten wall receptacles throughout conference room. All existing plumbing and electric to be removed and terminated as directed by the owner. All existing HVAC equipment in place for pool area to be removed as directed by the owner. Tile on all walls to be removed and replaced with acoustical drywall. Block walls to be prepared to the point no imperfections are visible in the finished drywall. Remove existing drywall ceiling and replace with a dropped ceiling system that incorporates the existing skylights, HVAC system, lighting fixtures, and existing sprinklers. install USG Danoline Acoustical Perforated Gypsum ceiling tiles Install approximately 38' x 9' wall Faux Wood Panels installed on wall as directed by owner the vendor shall be (Texture Plus manufacturer 2" barn plank weathered in interlocking sheets). Furnish and install a 13' +/- long countertop to include a sink and refrigerator countertop shall be Corian material color to be chosen by the owner. The wall behind countertop shall be Faux Wood Panels. A wall-mounted fountain shall be installed on the faux wood wall supplied by Owner and Contractor this item may be removed based on budget availability. New LED lighting system to be installed to meet the proper lumen requirements of this space. Current switch that is controlling lighting will need to be moved from current location to within area of the project currently the operating switch is located in lobby area. Have a mechanical engineer or an approved manufacture representative perform a load calculation based on size of area and occupant load to determine size of a ceiling-mounted Mitsubishi cassette system. Condenser shall be roof mounted. Contractor to coordinate with countys audio-visual contractor to determine placement of equipment including the placement of all conduits including those placed in concrete. All carpet shall be by Interface and the color/selection is to be Glacier to be approved by the Owner and furnished and installed by the contractor. Walls to be painted in Sherwin-Williams Eggshell Arizona White, all trim and doors to be painted New Phoenix semi-gloss. Painting materials to be furnished and applied by the contractor. Relocate existing horn-strobe in ceiling and place on wall per code requirement. Any additional fire alarm related equipment in the construction areas hall be in the contract this to include any fire extinguishers need for the area. All locksets and door hardware shall be by Corbin Russwin, door closers - DC6000, CL3300 series cylindrical locksets, Standard cylinder 200-003 (6 pin) to be furnished and installed by contractor. Remove front entrance knee wall at reception area, remove pass-through window and close in. The contract shall include labor and material to provide finishes in that area. Construct a new wall as noted on sketch to include a single wood door preferably to match existing doors and door frame in the new location door, frame and wall shall meet all code requirements. Remove [3] steel doors and close in with block as noted on sketch. The doors being removed are the entrance to locker rooms and spa area that are not being used in this project. Remove One (1) existing combination - window door frame as noted on the sketch and close-in space with block One (1) steel door and frame door location will be moved. All doors and frames to be fire rated for two (2) hours. Remove One (1) window and saw cut block wall to provide new opening for new double door. Install one (1) new steel double door and frame to be installed where existing window is to be removed as noted on sketch. Door and frame to be fire rated for two (2) hours. Any void left in space shall be filled with block. Remove Two (2) steel door and frame as noted on sketch and replace with new steel door and frame to be fire rated for two (2) hours. All sprinkler work or relocation to be covered in bid. Contractor shall be responsible to applying for and obtaining all permits required for this project. Work hours for this project are between the hours of 6:00 am - 2:30 pm. Any work being performed outside of those hours will need prior approval from the Project Manager.
