The County has an aging industrial grinder that has taken months to repair. In light of the down time associated with repairs and the fact that purchasing a new grinder could take more than (2) two years once ordered, the County needs an “on-call”/“stand by” service agreement to cover extended periods of mechanical breakdown. The County will be responsible for mulch material on the discharge side of the grinder as well as segregation and management of discards. Historically, County generates 13,000 to 16,000 tons of organics/yard trash annually for processing/grinding. Of the total yard waste processed by the County approximately 85% is processed at WLF and 15% at BLF. Under normal landfill operational conditions, WLF material is staged in two piles. Staged material at BLF is typically a single pile. It is expected that a grinding event will be considered complete when all material on the staging deck at the time grinding commences is processed.A WLF/BLF grinding event should be complete within 30 days of the date grinding commences. An extension may be requested from the County if mitigating circumstances arise. Grinding will begin no more than 14 days after a request is submitted by the County TERM OF CONTRACT: The term of this contract shall begin when all parties have signed and continue for a one (3) year term and may be renewed for two (2) additional one (1) year periods upon agreement in writing by both parties and upon advance notice of ninety (90) days. Coverage must be afforded for all Owned, Hired, Scheduled, and Non-Owned vehicles for Bodily Injury andProperty Damage. If the contractor does not own vehicles, the contractor shall maintain coverage for Hired & Non-Owned Auto Liability, which may be satisfied by way of endorsement to the Commercial General Liability policy or separate Business Auto Policy. Contractor must maintain this insurance coverage throughout the life of this Agreement. BONDING REQUIREMENTS An annual Performance Bond in the amount of $100,000 and is required at the time of contract signature. Okaloosa County specifically reserves the right to reject any conditional bid and bids which make it impossible to determine the true amount of the bid.
