This project requires 25% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 2, 2023, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase III engineering services are required to provide Quality Assurance (QA) and material inspection responsibilities of hot-mix asphalt (HMA), Portland cement concrete (PCC), soils, and aggregates at various construction projects and producer locations. Services and responsibilities include independent assurance inspection, sampling, and testing for the department of these various construction materials according to State and Federal guidelines at both plants and jobsites. These responsibilities include documenting and reporting of all quality assurance inspections and testing. Sampling, testing, and acceptance of construction materials shall be in accordance with the department’s policies, “Manual of Materials Inspection”, “Manual of Test Procedures for Materials”, “Project Procedures Guide”, highway standards, and individual construction contract plans and special provisions. The Consultant's work includes inspection, sampling, and testing of materials from producer/contractor source and jobsite locations. Potential work assignments may include construction sites, producer locations, and the District Materials Laboratory. The Consultant will maintain records and submit documentation of QA and material acceptance activities required by the construction contract, department policies and as directed by the department’s supervising materials personnel in Region Five/District Nine. The Consultant may be asked to provide trained technicians to perform nuclear density testing for earth embankment, aggregate subbase, and HMA pay items. Consultants will provide their own gauge, bunker, and transport box. Consultants will have their own nuclear license and will not be covered by the department’s license. Consultants will provide a dynamic cone penetrometer (DCP) for Nuclear Density Inspectors. The Consultant may be asked to witness and secure mixture and density samples for Pay for Performance and Quality Control for Performance HMA pay items and perform density tests in field laboratories furnished by the department.
