The Time Schedule for the project is as follows: Friday 05/19/23 Pre-Bid Meeting at East High School - Main Office at 9:30am Wednesday 05/24/23 Deadline for Questions to ERI at 5:00 P.M. (send questions to CHBOEBIDS@erinj.com) Wednesday 05/31/23 Deadline for Addendum Issued to Bidders (If Necessary) Tuesday 06/13/23 Bids Due at 3:00 P.M. at the Conference Room of the Board Office located at 45 Ranoldo Terrace, Cherry Hill, New Jersey 08034 It is expressly understood that the Bidder is responsible for getting the bid to the Business Administrator by the time and date set for the bid opening. Bids shall be addressed to the Owner whose name appears in Paragraph 1a of the Instructions to Bidders; they shall be mailed or delivered to the address stated herein, enclosed in an opaque sealed envelope, clearly marked with the name of the Bidder and the name of the Project and the Bid# as described in this Notice to Bidders; and must be received by not later than the time designated in this Notice to Bidders. No responsibility will attach to Architect or Owner for premature opening of a bid which is not properly identified. Any bid received after 3:00 PM will be returned unopened. The overall project improvements include replacement of the existing, portable bleachers with permanent bleachers on both the home and visitor sides of the field, concrete sidewalks, realignment and paving of the existing maintenance/access drive between the proposed home bleachers and the existing ball fields, and stormwater infrastructure improvements. The proposed improvements also include electrical upgrades for the stadium and replacement of the existing light fixtures with new stadium lighting. The Bidders shall submit, in accordance with N.J.S.A. 18A:18A-18(b)(2), one Lump Sum Bid for all the work and materials. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) with at least the DPMC classification associated with the work they intend to directly perform or, if Bidder will not directly perform any work, with DPMC classification C006, C008, or (if the project does not call for construction of a new facility) C009. Bidders' Prime Subcontractors must be pre-qualified by DPMC with the DPMC classification associated with the work they intend to directly perform or subcontract.The Bidder and named Prime Subcontractors, defined as those listed in N.J.S.A. 18A:18A-18, listed must be pre-qualified prior to the date that bids are received. Site Visits will be available BY APPOINTMENT ONLY Monday, May 22, 2023, through Friday, May 26, 2023. Bids must be accompanied by a certified check, bank cashier's check, treasurer's check or Bid Bond in the form provided in the Contract Documents, with corporate surety satisfactory to the Owner, in an amount not less than 10% of the Base Bid (but in no case in excess of $20,000.00, pursuant to N.J.S.A. 18A:18A-24), naming as payee or obligee, as applicable Cherry Hill Board of Education, to be retained and applied by the undersigned as provided in Contract Documents in case bidder would default in executing the Agreement or furnishing the required bonds and insurance certificates as required by Contract Documents. Prospective Bidders are advised that this Project is one which will be subject to and will be governed by provisions of New Jersey law, including, but not limited to, those regarding (a) Prequalification of Bidders (N.J.S.A. 18A:18A-26 et seq.); (b) Prevailing Wage Rates (N.J.S.A. 34:11-56.25 et seq.); (c) Use of Domestic Materials, (N.J.S.A. 18A:18A-20) (d) Ownership Disclosure Certification, (N.J.S.A. 52:25-24.2); and (e) disclosure of investment activities in Iran, Russia, and Belarus (N.J.S.A. 18A:18A-49.4 et seq. & N.J.S.A. 52:32-55 et seq.). The Public Works Contractor Registration Act N.J.S.A. 34:11-56.48 et seq. requires that the Bidder and Named Prime Subcontractors must be registered at the time of Bid. The Owner is requesting that copies of the Certificates for Bidder and its Named Prime Subcontractors be included in the Bidder's Bid Package, but the Bidder must provide copies of the Certificates no later than the time of award. Pursuant to N.J.S.A. 52:32-44 all business organizations that do business with a local contracting agency, including Bidders and Named Prime Subcontractors, are required to be registered with the State through the New Jersey Department of Treasury, Division of Revenue. The Owner is requesting that copies of the Registrations for Bidder and its Named Prime Subcontractors be included in the Bidder's Bid Package, but the Bidder must provide proof of such Registrations prior to the award of the Contract. In addition, each bid must be accompanied by a certificate from a surety company stating it will provide said Bidder with a bond in such sum as required by the N.J.S.A. 18A:18A-25. No bid may be withdrawn for a period of sixty (60) days after the dates set for the opening thereof. The right is reserved to reject all bids pursuant to N.J.S.A. 18A:18A-22 or to waive minor informalities, defects, and non-material exceptions. Bidders are required to comply with the provisions of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et seq. Deadline for Questions to ERI at 5:00 P.M.
