A bid guarantee payable to the order of THE LIBRARY OF THE CHATHAMS, negotiable U.S. Government Bonds, or a satisfactory Bid Bond, executed by the Bidder and an acceptable surety in the amount of ten percent (10%) of bid, not to exceed $20,000.00 shall be submitted with each bid if required. The Library reserves the right to reject any or all bids, if in the public interest it is deemed advisable. An award of bid, if made, will be to the lowest responsible bidder as determined by the Library, providing its bid complies with the requirement specified. After bids are opened, no bidder may withdraw his or her bid for a period of sixty (60) days. The successful bidder shall be required to enter into a contract within (10) days of notification by the Library of award of the contract. The contract shall include provisions whereby the contractor will meet or exceed the requirements of the bid specifications and include terms for payment upon delivery and installation of goods and equipment or upon satisfactory completion of services contracted for. Funding for this project is provided by the United States Department of Housing and Urban Development to the County of Morris. Therefore, the Federal Labor Standards Provisions and Davis Bacon wage rates and reporting will apply. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of their age, race, creed, color, national origin, ancestry, marital status, sex, affectional or sexual orientation. Small, Minority and Women's Business Enterprises are encouraged to submit bids. To the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area. All addenda(s) will be issued via email.
