Short Description: SIRN Generator Maintenance. 3. Inspect SIRN tower shelter generators & transfer switches. A list will be provided to a prospective Bidder once the NDA at the end if the IFB has been executed. Questions Due: 05/17/2023 03:00 PM CT 1. ROUTINE MAINTENANCE AND INSPECTION 1. Mandatory Kick-off will be scheduled within the first two weeks of award. 2. The Kick-off meeting will consist of a tour of one of the towers sites, with shelter and generator, whose location to be determined after the award. The Project Manager will be present at the Kick-off meeting to answer any questions and provide clarification on any questions. 3. Inspect SIRN tower shelter generators and transfer switches of SIRN network. A list will be provided to a prospective Bidder once the attached Non-Disclosure Agreement has been executed. 4. Perform necessary preventative maintenance on generator and transfer switch; Hours and generator needing service will be provided by the State. a. Inspection - Every 12 months i. Check engine oil and coolant for proper levels and condition ii. Check air filter and crankcase breathers. Replace with customer's approval iii. Visually inspect belts iv. Inspect wiring and connections v. Check governor operation, stability linkage and oil vi. Check fuel tanks, pumps and lines for leaks or damage vii. Check engine heaters, radiator, hoses and heat exchanger for leaks and condition viii. Check condition of batteries (load test) electrolyte level and charge rate ix. Start and run engine, check temperatures and pressures x. Check unit for proper frequency and voltage b. Service - Every 250 Hours or every 2 Years i. Replace engine lubricating oil and remove used oil from premises 1. 250 Hours or every 2 years ii. Replace oil, fuel and coolant filters, add corrosion inhibitor as needed 1. 250 Hours or every 2 years iii. Replace lube oil in hydraulic governors (if applicable - diesel may have hydraulic) iv. Natural Gas/LPG fueled engines - check all sparkplugs, ignition condenser, cap rotor, wires, and points v. Check air filter and crankcase breathers. vi. Visually inspect belts vii. Inspect wiring and connections viii. Check governor operation, stability, linkage and oil ix. Check fuel tanks, pumps and lines for leaks or damage x. Check engine heaters, radiator, hoses and heat exchanger for leaks and condition xi. Check condition of batteries (load test) electrolyte level and charge rate 1. Replace battery every 6 years xii. Start and run engine, check temperatures and pressures xiii. Check unit for proper frequency and voltage xiv. Load banks - Define Load bank testing (verify in the Cummins manual). c. Upon request complete Load bank testing. 5. Repair any broken or damaged generators with recommended manufacture parts and procedures. 6. Perform load bank testing every 2 years. Load bank testing sites will be provided by the State. 7. Conduct a complete inspection on each generator and transfer switch providing the results in writing for each using the attached form or a similar form approved by ITD. Contractor must include irreparable or major items of concern in the report. Contractor must also provide the ITD with pictures of items of concern and items that may need to be repaired or replaced. 8. Mileage and labor/drive time should be included in the monthly routine maintenance and inspection rate. This bid item is to also include an annual detailed inspection report with pictures of each site/tower listed in the solicitation. 9. Remit monthly billing to ITD. 10. In a public safety emergency, ITD will require a crew to respond to the location within 24 hours. The contractor must respond within 24 hours of initial request for tower service work when contacted by ITD. 11. Maintain a base of operations within the State of North Dakota or bordering state having the ability to respond within 24 hours or sooner in an emergency, having the ability to travel and be on site (to any of the 44 sites) within the 24 hour emergency requirement response. It is beneficial to the State to have one vendor who will accomplish routine inspections and any emergency work that may be necessary. 12. Contractor must make a dated entry and record activity in the station logbook for each visit to a tower site. 13. Offerors wishing to tour a representative radio tower site generator and transfer switch prior to submitting a bid should contact the Procurement Officer to schedule. Pre-inspection or tour of site(s) is not mandatory. 14. Awarded contractor will determine their own annual maintenance schedule. 15. All service personnel must contact the ITD Central Radio Shop (701-328-6934) in Bismarck, ND a day in advance before entering site buildings. 16. Sites maybe added or removed during the term of the Contract. 2. NON-ROUTINE REPAIR OR SPECIAL WORK REQUEST BY ITD New construction, revision of existing facilities, or other special radio tower work are not included in this bid nor are they specifically excluded. Additional service requirements will be reviewed on an instance-by-instance basis as needed. The ITD reserves the right to include miscellaneous tower maintenance services as falling within the scope of this maintenance contract or to procure them separately.
