This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13) evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 31040Q230000216 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is herby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of the word. The applicable NAICS code is 238330. This solicitation will result in a Firm-Fixed Price Contract awarded to the offeror with the Lowest Price. Offerors must be actively registered in the System for Award Management (SAM.gov) - https://www.sam.gov The US Coast Guard has a requirement for to replace flooring. General Requirements: See attached SCOPE Of WORK FOD DESTINATION TO: USCG Base Portsmouth, 4000 Coast Guard Blvd., Portsmouth, Va. 23703 Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist at Chrissie.M.Edwards@uscg.mil no later than 5/14/2023 EST or the questions may not be answered. SCOPE OF WORK: (a) That the work be factored for regular hours- 0700-1630 (b) The protection of all furnishings and wall areas. (c) To demolish/remove and dispose of existing VCT, cove base, floor patch, and damaged subfloor. (d) Prepare floor for new sheet vinyl as per manufacture specifications. (e) Provide and install new subfloor and patch joints/seams with trowel floor patch to create a like new smooth mono surface. (f) Provide and install Mannington, Biospec MD (6' goods with heat welded seams) Or; Mannington Realities II Wood Grain heterogenous sheet vinyl. (g) Color and pattern should coordinate with current VCT in adjoining space and ofstandard selections. (h) Provide and install 4" Cove base to match adjacent meeting room.
