Renovation of a municipal facility in Jefferson City, Missouri. Working plans call for the renovation of a municipal facility.

NOTIFICATION. This document constitutes a request for competitive, sealed offers per the terms and conditions of bidding and any special conditions set forth herein for the provision to upgrade the current audio system in our Division 1 Circuit Courtroom. Respondents are responsible for being thoroughly familiar with all specifications and requirements of this solicitation. Failure to examine any relevant document or provision thereof will not relieve the successful respondent from any obligation under this bid. Qualified organizations are invited to prepare an offer in response to this document and in doing so, concur with all terms, conditions, specifications and addenda to this bid unless specifically noted otherwise in a separate section titled "EXCEPTIONS" within their submission. QUESTIONS, REQUESTS FOR CLARIFICATION OR INTERPRETATION. Respondents are advised that all questions concerning the meaning or intent of these specifications must be submitted IN WRITING and received at least five (5) business days prior to the date scheduled for bid opening. All inquiries shall be directed to: Jessica Bryant jbryant@colecounty.org As of the issuance date of this solicitation and continuing until the final date for acceptance of submissions, all respondents are specifically directed not to discuss, hold meetings, conferences, or technical discussions with any County employee for the purpose of responding to this solicitation except as otherwise permitted by this bid document. Respondents should not otherwise ask any County officials or employees questions about the bid or related issues, either orally or by written communication. Respondents directly contacting other County employees risk elimination from further consideration. SCOPE OF WORK 3.1 OVERVIEW. The County is seeking to upgrade the current audio system in our Division 1 Circuit Courtroom. The contractor is to install all equipment and items needed, interface with existing systems and equipment as necessary, test the systems, program equipment, adjust system levels, assure that no feedback occurs during use, train end users, and remove any unneeded existing equipment and/or wires to be disposed of as directed by the Clerk. The system should be flexible to allow for equipment changes or additions at a later date. 3.2 DESCRIPTION. The system is to include, but not limited to: 1. Install two new wireless microphones; the County currently has two that they would like to keep in use. All microphones must have a built-in on/off switches. The signal strength must be sufficient so that each microphone can be located anywhere in the courtroom and still have adequate reception of the signal. 2. There are currently six existing fixed microphones that are already placed and cabled; these do not need to be replaced. An additional two inputs are requested, cabled out to edge of the bench. 3. There are currently four courtroom speakers and two monitor speakers that are already placed and cabled; these do not need to be replaced. Sound amplification equipment with controls so that: Microphone mixing, output sound levels, and mater volume can be controlled at both the judge's bench and clerk's workstation. Sound masking or white noise can be switched on or off at the judge's bench so the jury cannot hear sidebar conversations at the judge's bench. The white noise should be broadcast in the speakers by the jury and the audience portion of the courtroom, but not the court reporter's speaker/headphone jack. The white noise control at the judge's bench, when turned on, should broad the white noise, mute all microphones through the courtroom speakers and allow the court reporter to hear. There is proper interface with the existing court recording FTR gold sound recording system. Microphones must provide necessary input for audio recording with that equipment. 5. Providing and installing necessary wiring and interconnect cables, hardware and connectors. 6. Provide training for clerks, bailiffs, and judges, and written instructions for operation. The written instructions should include a pre-use checklist to make sure all equipment is properly functioning in anticipation of a trial or other use of the equipment, as well as instructions for operating the system and troubleshooting common problems. 7. Provide post-installation support and warranty information. Support must be available immediately when requested. For example, during a trial if a malfunction in the equipment occurs, technical support must be immediately available for troubleshooting and repair. 8. The bidder is encouraged to provide suggestions for any alternatives for accomplishing the stated goals of the project with other equipment providing the functional equivalent of that specified above. These suggestions must be mentioned during the pre-bid meeting. 9. The contractor must clean up the construction work place when complete; proper disposal of all trash and cardboard at the end of each work day. 3.2.1. The Court currently uses a two channel wireless mic system (SHURE BLX88 J10-594-608 MHz). The additional two microphones would need to be compatible and not conflict with that system or the vendor may propose a four channel system. 3.2.2 The system would need to be able to accept inputs from other audio devices, such as the sound output from our video system. 3.2.3 The system must support at least three wireless hearing assist devices and supply the same. The meeting will then go to the Division I Courtroom on the 3rd Floor. Attendance is a prerequisite for submitting a response to this invitation and will be evidenced by the representative's signature on the attendance roster.This meeting will provide an opportunity for potential respondents to view the sites of work, ask questions and seek clarification on the outlined requirements prior to submitting a response. Attendees will be responsible for supplying any tools and equipment necessary to evaluate this project.
