Site work for a water / sewer project in Sioux City, Iowa. Conceptual plans call for site work for a water / sewer project.

Description/Justification: The project starts at the Missouri River and continues north upstream to the city limits. Phases 1 through 4 are complete. The Phase 4 Levee raise was completed to 23rd Street in 2012. Phase 5 work on Perry Creek would be north of Stone Park Boulevard. City Staff has evaluated improvements to reduce flooding and flood zones within the City Limits. In 2016, Veenstra and Kimm, Inc. completed the Perry Creek Channel Mitigation Study in coordination with the bridge designs for the Dearborn Boulevard Bridge and the 38th Street Bridge. This study determined the construction of the proposed 150-foot-wide channel would affect 74 individual properties, and after completion approximately 135 individual homes and businesses would be removed from the 100-year floodplain. Future funding will need allocated to allow for the final design of the channel improvements, property acquisition and construction. Project 549-019 has been combined with this project. The purposes of this project include: reduction of flooding impacts along segments of Perry Creek, as well as watershed improvements which will include the Perry Creek Channel beginning at Stone Park Boulevard north towards the headwaters in Plymouth County. Water quality improvements aimed at reducing bank destabilization and infrastructure loss will be evaluated. A preliminary study has been conducted to assess and document the current state of the Perry Creek channel and identify areas of greatest concern. The study has identified several practices that would improve stream condition including upland stormwater wetland(s), small green infrastructure projects throughout the Perry Creek watershed, natural bank protection in select areas, floodplain and riparian restoration, and native vegetation restoration. Combining these practices will provide multiple benefits including reduced flow and erosion, improvements to habitat and water quality, and increased bank stability and protection. There is a significant need to restore the banks along Perry Creek north of Stone Park Boulevard. This effort will require a significant private/public partnership. The damage to the bank, which occurred in the high-water events in 2014, show the need for work in the area. Identifying specific projects that will improve the overall condition of the stream is key to reducing future costs and repairs. Adjustments within the project budget will be made to cover costs of unidentified property acquisition costs and rightof-way platting, etc. This project is included in the fy 2024-2028 Capital Improvement Program. As of May 23, 2023, further details regarding design and construction timelines have not been identified. *Project information has been obtained through a public capital improvement plan (CIP).
