Questions relating to this RFP shall be emailed to publicworks@lomitacity.com no later than 1:00PM Wednesday May 24, 2023. No pre-proposal meeting will be held. The City of Lomita is requesting proposals from qualified and experienced civil engineering firms to provide as needed comprehensive construction management, construction inspection, construction administration, and material testing services for upcoming construction projects that are included in the City’s Capital Improvement Program. The City of Lomita has a total area of 1.9 square miles and a population of nearly 21,000 residents. The City has the following features: • The City owns and/or operates a water distribution system for the purpose of delivering potable water to its customers within the Water Replenishment District of Southern California (WRD)’s boundaries. Please refer to the 2022 City’s Capital Improvement Program Master Plan - Attachment A. • The City has approximately 4.2 miles of arterial streets and 29 miles of local streets. Combined the total network consists of approximately 33.2 miles of streets. Please refer to City’s Pavement Management Program - Attachment B. • The Public Works Department manages the City’s sanitary sewer collection system which serves the residents. The City’s local sewers discharge into the County Sanitation Districts of Los Angeles County facilities for conveyance, treatment and disposal. • The City owns and maintains several facilities, buildings and parks. Please refer to the City Map - Attachment C. The project types are typical of water main replacement and appurtenances improvement projects as well as street improvement (slurry seals, overlays, and major reconstructions), sewer replacement, building or park rehabilitation. The city has been involved recently in maintaining its different facilities and buildings and rehabilitating its parks. The City of Lomita is intersected by Western Avenue and PCH which are under Caltrans jurisdiction. Having experience with Caltrans District 7 is highly desirable as the City has projects running along these roads. Schedules and estimated construction times are variable according to the complexity of the project. The City reserves the right to award the total proposal, to reject any and all proposals in whole or in part, and to waive any informality or technical defects if, in the City’s sole judgment, the best interests of the City will be so served. The Scope of work is to provide the necessary comprehensive turn-key Construction Management, Construction Inspection and Material Testing Services to the City of Lomita Public Works Department in accordance with all provisions of this RFP. These services will be needed from the date of the issuance of the Notice to Proceed through the course of construction work and until Notice of Completion of construction. The goal is to complete the project on time, on budget and in accordance with the approved plans and specifications, quality assurance plans and State and local laws and ordinances that are applicable.
