Site work and paving for a mixed-use development in Sioux City, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The project is a shared used path that will connect Sioux City to Hinton commencing near the intersection of 46th Street and US Hwy 75 southbound on-ramp and running north 5.95 miles until ending at Titan Road in Hinton. The project also includes grading, PCC trail paving, traffic control, erosion control, and seeding and fertilizing. Question Deadline 05/28/2024 All questions about the meaning or intent of the bidding documents shall be submitted to the Engineer in writing. Questions received less than seven (7) days prior to the date for opening bids may be answered. Only answers issued by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Each bid must be made on a form furnished by the City and must be accompanied by a bid bond, a cashier's check or certified check of an Iowa bank or a bank chartered under the laws of the United States, or a certified share draft drawn on a credit in Iowa or chartered under the laws of the United States, in an amount equal to ten percent (10%) of the amount of the bid, made payable to the City Treasurer of the City of Sioux City, Iowa. The check or draft may be cashed by the City Treasurer as liquidated damages in the event the successful bidder fails to enter into a contract within the ten (10) days after notice of award and post bond satisfactory to the City ensuring the faithful fulfillment of the contract. The work on this project shall begin upon receipt of the Notice to Proceed and be fully completed by October 31, 2025. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The content management team will continue to pursue additional details as become available. As of September 25, 2023, no new information available The purpose of this study was to explore the subsurface conditions at the site to prepare recommendations for pavement subgrade support. Our original scope of work consisted of performing thirty-two borings to depths of 10 feet below the existing grade along the trail and two borings to depths of 70 feet below the existing grade at the pedestrian bridge locations; however, Boring B27 encountered auger refusal at 56.5 feet below the existing grade in very hard shale material and Boring B30 was extended to a depth of 15 feet below the existing grade due to very soft materials. The scope of work also included select laboratory testing, and preparation of this geotechnical report. This report briefly outlines the testing procedures, presents available project information, describes the site and subsurface conditions, and provides recommendations for pavement subgrade support as well as groundwater information. The scope of services did include an environmental assessment of the site The work was performed starting at 46th Street near its intersection with Hwy 75 and extending west on Floyd Blvd and then extending to the north along Cleveland Street, back to the east to Frelon Drive, extending north on the west side of Frelon Drive to Road C80, then extending east to the west side of Hwy 75, where the trail will extend to the north on the west side of Hwy 75 to Titan Road in Hinton, Iowa. At the time of drilling, the surface material at the boring locations consisted of a tilled field and tall grass. The surface at the boring locations was firm to soft at the time of our site visit and the drill rig did experience difficulty moving around the site in some areas due to steepness and soft conditions. The contract will be awarded to the lowest responsive, responsible bidder. However, the City reserves the right to reject any or all bids, re-advertise for new bids and to waive informalities that may be in the best interest of the City. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa and to Iowa domestic labor.
