Site work for a water / sewer project in Sioux City, Iowa. Conceptual plans call for site work for a water / sewer project.
Two 72" corrugated metal pipes located in Pulaski Park are deteriorating and in need of replacement. The pipe failures have resulted in sink holes surrounding the pipe and stormwater backups in the system during heavy rain events. Additionally, the existing stormwater drainage ditch is experiencing erosion problems. This project will cover the cost of removing the two 72" corrugated metal pipes and construction of a combination of green infrastructure where possible and pipe replacement where necessary. Three options have been proposed in a report by JEO Consulting Group. Option no. 1 includes removing the existing pipes and upsizing to accommodate increased stormwater flows, reconstruction of the existing drainage ditch to eliminate erosion problems within the channel, and a newly paved parking lot. This is the most expensive scenario at $3.3 million. Option no. 2 incorporates a combination of green infrastructure where feasible and concrete pipe where necessary. Green infrastructure in this scenario would include replacing the southern-most field with a constructed wetland system, reconstruction of the existing drainage ditch to eliminate erosion problems within the channel, and a newly paved parking lot. The cost for option no. 2 is estimated at $2.91 million. Option no. 3 incorporates all elements of option no. 2 with the addition of rotating fields 2 and 3 for increased green space and improved field access. Option 3 is estimated at $2.95 million. All cost estimates include design, construction, and contingency. Options 2 and 3 have the added benefit of features that improve water quality and may be eligible for water quality focused grant funds or Sponsored Project funds. Staff recommends option no. 3 be implemented through a three-part phased approach over a period of three years. This workplan is subjective and is subject to change based on observations from Environmental Services and other department staff as well as other nearby infrastructure projects in the vicinity. It allows Environmental Services to work with other departments to find the best option for the City. Year 1: removal of the south 72" CMP and construction of a wetland to accommodate increased stormwater flows. Year 2: restoration of the existing stream channel to eliminate erosion. Year 3: replacement of the north 72" CMP and construction of a new parking lot. Completion of this project will remove failing infrastructure, improve drainage in this watershed, contribute to improved water quality, and would overall improve Pulaski Park. Replacement of the south 72" pipe was originally budgeted in CIP 549-101, Annual/Emergency Storm Sewer, however staff felt it best to create a separate project as the scope has grown. This project is included in the fy 2024-2028 Capital Improvement Program. As of May 17, 2023, further details regarding design and construction timelines have not been identified. *Project information has been obtained through a public capital improvement plan (CIP).
