NAVFAC SW, FEAD Monterey, intends to issue a Task Order under Multiple Award Construction Contract (MACC) Group 0098 in accordance with FAR part 16.5. The proposed contract action is for NPS Fenestrations on two (2) buildings of historical significance. A sources sought had been posted for this action on 12 May 2023. There were two interested firms. The government determined the MACC was the best acquisition tool to provide sufficient competition. Respondents are advised that any information submitted by respondents to this notice is strictly voluntary. The results of the market research will be posted in the Pre-Solicitation Notice. NAVFAC SW is seeking Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified Historically Underutilized Business Zone (HUBZone) Small Businesses, Certified Woman-Owned Small Businesses (WOSB), and Certified 8(a) Small Businesses with current and relevant experience, personnel, and capability to perform Commercial and Institutional Construction work within Naval Support Activity Monterey (NSAM), an installation of the NAVFAC SW Area of Responsibility (AOR), California. All potential Small Business firms are encouraged to respond to this notice. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open (unrestricted) competition is in the Government's best interest. Large business concerns will be required to submit a Subcontracting Plan prior to award of the contract. This is a new procurement and does not replace any existing contract(s). No prior contract information exists. Offerors can view and/or download the solicitation and associated attachment(s) at https://www.sam.gov under "Contract Opportunities," if/when it becomes available. Project Description: This project provides for the exterior renovation of two (2) buildings by removing and replacing exterior window bays which have small glazing (SG) windows, large glazing windows (LG), louvered vents (LV) and doors with glazing (DG). The requirements of this project will be performed on the exterior of two (2) historical Naval Postgraduate School (NPS) buildings within the NSAM installation. The general intention and scope of this procurement is to award a Firm Fixed-Price (FFP) Design-Build (DB) Construction Contract to remove and replace approximately 250-300 on the first building and 150-200 on the second building of the existing SG, LG, LV, and DG. The primary goal and intent of this project is to renovate the fenestrations and to bring the buildings up to current building codes, consistent with local and UFC requirements, while considering ease of maintenance after turnover. These buildings are of historical significance, therefore the major exterior architectural and structural components are required to maintain the same visual aesthetic. The North American Industry Classification System (NAICS) Code is 236220 - "Commercial and Institutional Building Construction," which has a Small Business Size Standard of $45 million. In accordance with Department of Defense (DoD) Federal Acquisition Regulation (FAR) Subpart 236.204, the estimated total contract price range for the base year and option item (combined) is between $10,000,000 and $25,000,000. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a contract for design and construction of the building fenestrations. Interested sources are invited to respond to this Sources Sought Synopsis Announcement by using the form provided under file titled "Sources Sought Information Form," which involves the following information: 1) Contractor information: Provide your firm's contact information, including Unique Entity ID (UEI) generated by SAM.gov, and CAGE Code. 2) Type of Business: Identify whether your firm is a Small Business, Certified 8(a) Participant, Certified HUBZone, Certified SDVOSB, or Certified Woman-Owned Small Business concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3) Bonding Capacity: Provide your surety's name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4) Experience: Utilizing the Sources Sought-Contractor Information Form: Submit a maximum of five (5) Government or commercial contracts/projects your firm has substantially completed in the last five (5) years, to demonstrate your experience in NAICS Code 236220 - "Commercial and Institutional Building Construction" projects as indicated in this announcement, particularly on building(s) of historical significance. For each of the projects submitted for experience evaluation, provide the following: Title and Location Award and completion dates Contract or subcontract value Type of work for overall project and type of work your company self-performed Customer information including point of contact, phone number, and email address Whether the work was performed as a prime or a subcontractor Description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed. Additional Notes: Note 1. For DB projects, identify the name and address of the engineering firm used to provide design or specify if design was performed in-house. Note 2: Responses to items 1 through 4 above shall be submitted via the "Sources Sought Information Form." The minimum font size is 10 point. Note 3: In sections where recent experience is requested, all experience will be evaluated for market research purposes only. Firms are advised that while experience older than five years or not yet 100% complete may demonstrate capability to perform the scope of work, it may not indicate that the firm could be competitive during a future solicitation where only the most recent five years of experience will be accepted. NAVFAC may make an acquisition strategy determination based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation. Interested parties should provide submissions no later than 12:00 PM Pacific Time on 30 May, 2023.
