The purpose of this solicitation is to establish a contract with a qualified bidder to provide quarterly and annual preventative maintenance services, on call and emergency repair services, replacement, and installation services for the Encelium(R) lighting control energy management system installed at the Arts & Science Building (WAS) on the Woodbridge Campus of Northern Virginia Community College (NVCC). The contractor shall furnish all necessary transportation, equipment, labor, supervision, materials, tools, parts, supplies, and incidentals, and all other items required to fully maintain and provide quarterly and annual comprehensive preventative maintenance and system optimization services, on call services and repairs, emergency services and repairs, training, support, upgrade projects, conversions, and modernization of the Encelium(R) lighting control energy management system located on the Woodbridge Campus of Northern Virginia Community College. The contractor shall be an Encelium(R) factory authorized service contractor. This scope includes all equipment related to the lighting control energy management system, including but not limited to controllers, occupancy sensors, logic boards, circuit boards, relays, photosensors, building automation controls tie in and sensors, wall switches, lighting panels, uninterruptable power supplies (UPS), valves, dampers, and any other connected components. All Bidders submitting bids shall be responsible for verifying existing site conditions and measurements at the work site. The College shall not assume any responsibility for tools, equipment, or materials stored on College property. 2. The Contractor's employees shall have a minimum of three (3) years' experience with lighting energy control management systems maintenance, repairs, replacements, and installations. 3. The Contractor shall maintain certification by the manufacturer and have established experience on all equipment, systems, and supplies for which the Contractor will provide, install, or maintain. Upon request, the Contractor shall provide documentation on manufacturer certification. 4. All work performed under this contract shall be performed in accordance with all Virginia Uniform Statewide Building Code, National Fire Protection Association (NFPA), as well as all Federal, State, and Local codes, rules and regulations, and manufacturer's recommendations, including OSHA requirements in effect during the contract period. 5. The contractor shall not subcontract work secured by this contract to any other sole or corporate entity. All work shall be performed by the primary contract holder and their direct payroll personnel, with the exception when services and support of lighting controls manufacturer are required. 6. The Contractor shall provide complete installation, operation, and maintenance manuals for the Encelium(R) lighting control energy management system. 7. The Contractor shall provide name and telephone numbers for primary person(s) to contact to request quotes, services, and emergency repairs. 8. The Contractor shall provide name and telephone number for a primary contact for questions regarding invoicing and billing with authority to correct billing in a timely manner. 9. The Contractor shall provide the required list of staff to this contract: Project Manager Field Technician Programmer Documentation Labor Graphics Technician Panel Fabrication Labor An award will be made by grand total to the lowest responsive and responsible bidder. Evaluation will be based on net prices. Unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. The purchasing agency reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the contractor. In the event the initial contract period is for more than 12 months, the resulting contract may also be terminated by the contractor, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
