As of November 21, 2023, the project has not been awarded as all bids have been rejected. At this time, the project is not expected to be rebid. The City of Lancaster operates two water treatment plants and a 620-mile distribution system. Water is piped from the Susquehanna River about a mile to the water treatment plants, and then is pumped another 6 miles from the treatment plants to a reservoir. From the reservoir it is gravity fed over 7 miles to the City. All of these transmission mains are 3/8 thick steel and were installed in 1956. In 2013, the City started preliminary design to address the lack of redundancy and vulnerability of its transmission system. Phase 1 of the transmission main replacement from the reservoir into the City was completed in 2021 which included the installation of a second water main. Replacing up to the entire 220 of the leaking section of the 42-inch water main is not feasible due to its existing depth of 15, the partial concrete encasement, and the mains location under Centerville Road. The City reserves the right to reject any or all proposals and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the proposals received and reject any or all proposals for any reason whatsover. Included in its right to reject proposals, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
