No bid shall be withdrawn after the opening of the proposals without the consent of the Village for a period of sixty days after the scheduled time of closing bids. This project generally consists of the reconstruction of Bryn Mawr Avenue from Busse Road (IL Route 83) to Bir- ginal Drive and Birginal Drive from Bryn Mawr Avenue to Industrial Drive with new Portland cement concrete pave- ment and the installation of a new 12-inch water main. Contractors shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and the State of Illinois Department of Labor for DuPage County. Contractors and subcontractors shall be IDOT pre-qualified in the respective discipline(s) they will be responsible for constructing. The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the Village their best interests will be promoted thereby.
