Site work, new construction and addition to a multi-residential development in San Jose, California. Completed plans call for the addition of a multi-residential development; for the construction of a multi-residential development; and for site work for a multi-residential development.

Interested design-build entities are invited to attend a virtual pre-proposal conference to learn about the project and the procurement process. Applicants are strongly encouraged, but not required to attend this workshop. The project consists of an expansion to an existing Emergency Interim Shelter at Rue Ferrari with a conceptual budget up to $15M. All questions, requests, or objections regarding this RFQ process must be submitted in writing to the City via Biddingo no later than the date and time listed in the Process Schedule above. Questions, requests, and/or objections must be as specific as possible and must identify the RFQ section number and title at issue. Any party submitting an objection must describe the objection as specifically as possible and set forth the rationale for the objection. No response will be made to a communication or question submitted directly to City staff or City consultants. Services anticipated from the DB Entity include: Site planning, design work, Guaranteed Maximum Price ("GMP") submittal, transition 30% design from city design team to DB design team, other pre-construction activities ("Preliminary Services"), 60%, 90%, and final design, procurement of factory-built or modular constructed buildings, construction (including commissioning, acceptance testing, performance guarantees and warranties), as further described below, obtaining Project required permits, managing special inspections, providing Operational Readiness Activation and Transition ("ORAT") services, and other items that will be listed under the DB Contract when the RFP is released, providing a "turnkey" fully functional facility. Preliminary Services include: o Provide project planning and design services o Provide project management and construction management services as necessary to keep Project on schedule and within budget; o Provide Submittals and Requests for Information ("RFI") Registers, Trending/Potential Change and Change Logs with status, Project Schedule, Estimates (for changes, alternates and design deliverables), QA/QC Logs identifying any non-conformities, Aging Reports, Mill Certifications, and other Owner requested materials in support of the Project; o Identify potential supply chain disruptions, long-lead items and identify strategies to procure earlier items, systems and equipment which may adversely impact schedule; o Identify Project permitting requirements and work with City to support and initiate needed permitting activities and to obtain all local, state and federal approvals and permits. o Conduct site investigation, field verification of utilities, and related topographic survey; o Prepare design documents and studies, as necessary, covering areas such as site civil engineering, architectural, process engineering, mechanical, electrical, and plumbing, maintenance and security requirements, construction sequencing and scheduling, start-up, testing, and ORAT; o Prepare Basis of Design ("BOD") from the input from the stakeholder meetings describing the Project's goals; o Recommend alternative designs, technologies, conveyances, storage, site layouts, and construction methods to reduce Project costs; o Incorporate third party value engineering recommendations; o Provide detailed opinions of probable construction and lifecycle costs as the design progresses; o Develop, update, and maintain a Project cost model including trending; o Solicit competitive bids for the subcontracted work in preparation of a GMP; o GMP must include assumptions, clarifications, and any exclusions. Any documents, materials, systems, equipment, and are assumed to be included unless specifically excluded from the GMP. DB Entity's presentations to Owner are to clearly identify that all scope presented is within the GMP unless otherwise noted; o Negotiate with the City to finalize design; o Design shall factor in and accommodate Owner-provided equipment list and any newly identified equipment during the programming phase; o Complete the final design and provide Project's record drawings upon completion
