This project is intended to develop a district plan for the Riverside Boulevard and Military Road district, and to identify and design streetscaping improvements and facade improvements. The concept is to create an attractive district for both vehicle and pedestrian traffic. The streetscaping will increase the walkability of the corridor and attract development/redevelopment opportunities. In addition, a facade improvement program could be proposed for the area that would enhance street improvements. On July 19, 2021, the City Council approved the facade improvement program by Resolution No. 2021-0678. City Staff held a kickoff meeting with property owners on Thursday, August 12, 2021. City Staff are meeting with property owners on site to discuss improvements prior to application submittals. The first round of awards were completed in 2021 and the second round of applications were received in 2022. Riverside Boulevard and Military Road are highly traveled and visible streets that not only serve as a commercial district, but as an entryway into Sioux City and the State of Iowa. The district contains commercial uses that are important to the Riverside neighborhood and the current condition of the infrastructure and lack of streetscaping has a negative effect on economic development and redevelopment opportunities along the corridor. Facade improvements made in the area will increase valuation, thus having a positive impact on taxes collected. Military Road was reconstructed in FY 2019. Balance funds have been utilized for additional streetscaping elements and aesthetic improvements that are beyond the standard included in general reconstruction projects. Unprogrammed funds will be utilized for a facade improvement program. This project is included in the city's fy 2025-2029 Capital Improvement Program.
