Site work, remodeling and renovation of a military facility in New York, New York. Completed plans call for the renovation of a military facility.

ITEM 0001 Design-Build to replace the underground roof drainage system pipelines in their entirety for Building 204. ITEM 0002 Design-Build for the removal of the existing Building 204 fire alarm system and installation of a new fire alarm system. Building 204 Underground Roof Drainage System Replacement a. The Coast Guard requires design-build services to replace the existing Building 204 underground roof drainage system pipelines in their entirety (see drawings). b. The system accepts storm water from the Building 204 roof gutters through approximately 10 downspouts. The gutters and downspouts were replaced in 2013-2014. However, the underground roof drainage system is believed to be original to the building (i.e., approximately 1962 construction). A recent report indicated multiple areas of pipe cracking and tearing, sagging and settlement, broken/shifted pipe, and blockage consisting of sediment, stone, tree roots, and backfill infiltration. c. The contractor shall be responsible for the design of the replacement underground roof drainage system. The design shall be completed under the direction of a Professional Engineer registered in the United States. It shall include the design of pipeline sized and sloped to gravity drain the storm water runoff generated from the design storm, cleanouts along each run, bedding and backfill details, tie-ins to 10 existing downspouts, and tie-in to the existing municipal sanitary sewer pipeline located along Coast Guard Drive. d. The contractor shall apply for and obtain any required permits with the City of New York and New York State Department of Environmental Protection, including for replacement of the tie-in to the municipal sanitary sewer pipeline located along Coast Guard Drive. e. The demolition of existing vegetation, curbs, asphalt pavement, and concrete sidewalks, patios, and areaways is anticipated in order to access the underground Pipelines. The contractor shall be responsible for restoring all disturbed items following the replacement work. f. There are several underground and above ground utilities which cross the roof drainage system and/or are in its general vicinity. The contractor shall be responsible for completing a pre-construction topographic survey and utility scan (GPR survey) of the project site for submission to the CG to verify utility locations. During construction, the contractor shall be responsible for protecting and shoring utilities exposed during the replacement work. g. REFERENCE DOCUMENTS: AutoCAD drawings will be provided as reference to the original Building 204 underground roof drainage system pipeline installation. The contractor shall verify all existing conditions. These drawings are diagrammatic only and show the general area occupied which may be different than the actual field Building 204 Underground Sanitary Sewer Pipeline Replacement a. The Coast Guard requires design-build services to replace the existing Building 204 underground sanitary sewer pipeline extending from the building to the sanitary sewer manhole along Maloney Drive (see drawings). b. The sanitary sewer pipeline accepts sewage from the building in addition to storm water runoff from drains located in the areaways, exterior stairways, and other locations. It is also believed to be original to the building (i.e., approximately 1962 construction). Recent reports from Sector Engineering indicate that the pipeline is likely subject to backfill infiltration as it will typically back up during precipitation events, causing interior flooding. Accordingly, Sector Engineering will typically clear the line of sediment in advance of precipitation events to prevent potential flooding. c. The contractor shall be responsible for the design of the replacement underground sanitary sewer pipeline. The design shall be completed under the direction of a Professional Engineer registered in the United States. It shall include the design of pipeline sized and sloped to gravity drain the storm water runoff generated from the design storm and the Building's sewage. The design shall also include cleanouts along each run, bedding and backfill details, tie-in to the existing pipeline, and tie-in to the existing municipal sanitary sewer manhole located along Maloney Drive. d. The contractor shall apply for and obtain any required permits with the City of New York and New York State Department of Environmental Protection, including for replacement of the tie-in to the municipal sanitary sewer manhole located along Maloney Drive and repair of the manhole. e. The demolition of existing vegetation, fencing, curbs, asphalt pavement, and concrete sidewalks is anticipated in order to access the underground line. The contractor shall be responsible for restoring all disturbed items following the replacement work. f. There are several underground and above ground utilities which cross the sanitary sewer pipeline and/or are in its general vicinity. The contractor shall be responsible for completing a pre-construction. Fire Alarm Work a. The Coast Guard requires design-build services to provide the removal of the existing and installation of a new fire alarm system in Building 204 at USCG SEC NEW YORK, STATEN ISLAND, NY. The contractor shall design and install an entirely new addressable class A fire alarm system that meets or exceeds all ADA requirements, state codes, and National Fire Protection Association (NFPA) codes in this buildings. The contractor shall install Total and Complete Coverage as in NFPA 72. The contractor shall remove and dispose of any unused conduit, wiring, detectors, control boxes, panels, or associated hardware from current system upon completion of the new fire alarm system. The project is located at the Building 204 at USCG SEC NEW YORK, STATEN ISLAND, NY. b. The fire alarm system currently consists of only Pull station and bell notification devices. There is no centralized control panel or automatic notification devices. This system appears to be original to building construction. The fire alarm system does not meet current code (NFPA 72) Question Deadline 05/26/2023 submitted, in writing, no later than 10 days prior to the due date, referencing the applicable section of the solicitation to the U.S. Coast Guard Civil Engineering Unit Providence, 475 Kilvert St., Suite 100, Warwick, RI 02886 to the attention of Nadine Provost, Contract Specialist.
