Site work and renovation of a museum in North Andover, Massachusetts. Conceptual plans call for the renovation of a museum; and museum.

Scope of Services Develop and perform an evaluation of the 4 alternatives using the decision making principles to assist the 400 Great Pond Road Steering Committee in making a final selection of a preferred alternative. The scope shall include the following: Meeting/presentations - Meet with Committee to detail discuss principles, alternatives, ask questions, and discuss variations and definitions as well report on consultant progress. It is expected that a total of 4 meetings will be required, including 1 kickoff meeting and 2 review/progress meetings with Committee as well as Final Presentation meeting with the Select board and Committee. Develop conceptual alternatives including a “sketch” (one line floor plans and annotated photos) and a 1-2 page description should be provided. Prepare preliminary evaluation of each alternative versus the decision-making principles and develop a planning level cost estimates of the same. Cost estimates should take into account, capital, operating/maintenance (O&M) and other future costs breakdowns. At a minimum, the evaluation should identify potential water quality impacts, of any construction, assessment of the existing building’s condition, availability of open space/recreations alternatives, code compliance and ADA issues/upgrades and incorporate the following for each of the alternatives listed. With equal attention given to each alternative: Retain and modify the house as required for public uses: o Review building envelope (roofing, siding, windows, doors, insulation, air sealing, etc.) o Perform structural review and evaluate existing structure (foundation walls, floors, roofs, etc.) o Identify needed system upgrades (HVAC, plumbing, electrical, fire alarm/protection, etc.) o Identify Interior finishes (floors, walls, ceilings, doors, etc.) deficiencies o Identify site improvements (paving, retaining walls, landscaping, drainage, utilities, etc.) o Review of water flow within basement and identify any necessary mitigation o Compile needs assessment summary Convert the house to a three season facility/pavilion-like structure for public uses, including small boat usage or remove the house and build a pavilion-like structure somewhere on the site; o Perform structural review and evaluate existing fieldstone foundation and concrete/pillar adequacy for this intended use. o Evaluate life expectancy of re-used structures o Identify required supplemental site-work improvement (parking, drainage, regrading, stabilization, etc.) o Identify and needed amenities such as toilets, lighting, etc. o Identify safety requirements (railing at foundation edge, guardrails, etc.) o Review ADA accessible path, parking, etc. o Review any shoreline and upland restoration as well as potential for a hand-carry boat launch (not to include trailer ramp). Remove the house and maintain the property for recreation and small boat usage); o Evaluate demolition considerations including proximity to lake o Identify required supplemental site-work improvement (parking, drainage, regrading, stabilization, etc.) o Identify any needed seasonal amenities such as toilets, lighting, etc. o Identify safety requirements (railing at foundation edge, guardrails, etc.) o Review ADA accessible path, parking, etc. o Review any shoreline and upland restoration as well as potential for a hand-carry boat launch (not to include trailer ramp). Assess whether or not a portion of the property could be built upon for a private residence. o Provide market analysis and overall value with a private residence on the property including annual tax revenue o Identify planning/conservation/zoning permits/approvals and compliance o Evaluate existing conservation restriction (CR) and creation of additional CR between building lot and Lake Cochichewick o Comparison to moving the house further away from lake onto a buildable portion of the property vs demolition of exiting building with construction of new residence o Identify issues/constraints/concerns with private residence while keeping town/public access to the CR area(s) o Review any shoreline and upland restoration Based on Committee feedback and questions, develop a final description of each of the alternatives with graphics Based on Committee input, make a final presentation to the Select Board, to be followed by a Committee recommendation
