Solicitation Summary SHA Centreville Shop is currently soliciting bids for mowing, trimming, and litter pickup around park and rides, SHA facility 111 Safety Drive, Centreville, MD 21617 and a section of median with small mowing equipment in Queen Anne County Maryland. This contract will be used as needed to support SHA mowing efforts for the January - December 2023 mowing season. SCOPE OF CONTRACTOR SERVICES This contract is for the mowing, trimming, and litter pickup of multiple park and ride locations and a section of median located in Queen Anne County. The total "A" project is roughly 39,265 Sq Yds. The project will be bid on a per bi-weekly cycle basis and should be invoiced at the completion of each full bi-weekly cycle. SHA has the right to decrease the number of bi-weekly cycles based on operational needs and requirements. No minimum quantities will be paid under this contract. All bi-weekly cycle cuts will be on an as-needed basis, with an estimated 16 bi-weekly cycles cut per seasonal year. Contractor will be provided with a tentative schedule of the cycle cuts upon contract award. All estimated quantities listed in the bid form are for bid evaluation purposes only, to establish the low bidder. Cost per cycle may not change due to changes in quantities or for any other reasons. All work performed must be in compliance with OSHA, MOSH, and the MUTCD Traffic Guidelines and be performed in a professional manner. Vendor shall have been in the commercial mowing business for a minimum of 3 years and be fully licensed to perform work in the State of Maryland. Project "B" is mowing, trimming and litter removal for all grassy areas at 111 Safety Drive, Centreville, MD 21617. All other specifications stand that are stated in this contract. This will be weekly service for the May 2023 - April 2024 season. The scope of work will also include Litter Pickup in the same areas being mowed, to be completed prior to mowing each section. The litter shall be bagged and removed by the contractor during each bi-weekly cycle. The contractor will be provided access to the SHA trash dumpster at the Centreville shop (6:30AM-2:30PM) to properly dispose of all litter removed from the areas being mowed. ONLY trash from picked up from the SHA sites are to be disposed of in the SHA dumpsters. The contractor must provide their own trash bags. Litter pickup is also required from blacktop areas. All work shall be performed within the hours of 6:30am to 6pm, Monday through Friday. This excludes State holidays. Any times worked outside of this timeframe shall be requested to Mr. Troy Sisco and a determination will be made based on operational needs at his sole discretion. All work (each cycle) shall be started within 7 calendar days of instruction to do so from SHA contract manager Mr. Troy Sisco. All work once started for each cycle shall take no longer than 5 business days to complete. Contractor shall have adequate equipment and staff to meet these requirements. - Grass shall be cut to 3.5" finished height - Mowers shall be operated at reasonable speed to ensure an even cut and as not to leave grass standing. Taller grass may need additional passes with the mower to achieve this. - All grass mowed from pavement edge to pavement edge on median guardrails where grass is the full width of the median. - All grass is to be mowed in a direction as not to throw grass or objects toward the roadway. Any grass on paved surface is to be swept or blown off before leaving site. - All mowers are to be equipped with proper guards to ensure items cannot be thrown into vehicles, people, etc. - Grass is to be mowed around all guardrails, light poles, signs and culverts. No skipping around. - Contractor must notify the Resident Maintenance Engineer or his designee by phone each day before beginning work and at the end of the workday. - Contractor must identify where they are beginning mowing operations for the day - All mowers are to be equipped with turf tires as to not cause damage to turf. All mowers are to have blades sharp enough to give an even cut. - Mower Ahead signs shall be placed in accordance with MUTCD - All vehicles/ mowers on site must be equipped with a 360-degree amber warning light with at least two rotating or flashing bulbs. - All personnel must wear a class 3 safety vest or equal work shirt. - Contractor must notify office by phone each day before beginning work and at the end of the workday. - ABSOLUTELY NO CHEMICAL APPLICATION IS TO BE DONE (For example: Round Up)
