Pursuant to Texas Government Code 2254.004, Subchapter A., the Texas Historical Commission (THC) is seeking expressions of interest and Statements of Qualifications from qualified individuals or firms to provide professional architectural/engineering services for Magoffin Home Structural Stabilization at Magoffin Home State Historic Site located in El Paso, El Paso County, Texas in accordance with the terms and conditions of this Request for Qualifications (RFQ). Any contract resulting from this solicitation will be in the form of the "Contract to Perform between Owner and A/E," a copy of which is included as Exhibit C. The Contract will have a defined base term and defined renewal periods that may be activated at the sole option of the THC. Any extension to the Contract term will be by written amendment. The Historic Sites Division of the Texas Historical Commission wishes to contract for professional architectural/engineering services with a qualified individual or firm for evaluation, design, and construction administration of Structural and Architectural Repairs at the Magoffin Home State Historic Site, in El Paso, Texas. Responding firms should have specific education, training and experience in structural and architectural evaluation and design of repairs for historic masonry buildings, and specifically adobe construction. Responding firms should include the following disciplines, either in-house or as consultants: architecture, structural, and civil engineering, landscape architecture, materials sampling and testing lab, and other consultants as determined to be necessary to perform the scope described herein. The following construction scope of work is anticipated: Magoffin Home. 1120 Magoffin Ave. 1-story adobe residence, built in 1875 and subsequently expanded. . Remove and replace or repair existing damaged adobe wall materials. . Remove and replace or repair existing damaged interior and exterior stucco finishes with materials appropriate to adobe construction. . Restore site to pre-repair condition, with specific improvements. The Architect/Engineer will investigate the existing conditions and available documentation for the purpose of designing repairs to architectural and structural elements of the historic Magoffin Home. The A/E shall provide the following specific services defined in the Owner-Architect Agreement, and generally described as follows: This one-story adobe residence was originally constructed in 1875, and has been expanded, modified, and repaired many times since the date of original construction. The original adobe is contained and concealed between interior plaster and exterior stucco. In 2020, THC contracted with architectural firm TreanorHL to perform a detailed and comprehensive investigation and analysis of the building to determine the extent, locations, and causes of deterioration. Their report, dated July 2021, is included in this RFQ as Exhibit D. The data and conclusions contained in the report shall serve as the basis for subsequent efforts to preserve the building. Such efforts will likely include additional investigations, including destructive investigations if required, to continue to quantify the deterioration and design effective repair solutions.
