The Village of Valley View reserves the right to reject any and all bids, to waive any informalities or irregularities in the bids received and to accept any bid which it deems most favorable, and to disregard all non-conforming, incomplete or conditional bids or counter proposals; and to conduct investigations to assist in the evaluation of any bid so as to establish qualifications, responsibility and financial ability of the contractor or sub-constructor to complete the work in accordance with the contract documents to the Villages' satisfaction within the prescribed time.
