Site work and paving for a civil project in Lake Arrowhead, California. Completed plans call for site work for a water / sewer project; and for paving for a water / sewer project.
Engineer's Cost Estimate: $3,012,478 The work consists of providing all materials, labor, tools, equipment, facilities, transportation and incidentals necessary to construct: Removal and disposal of the steel tank, interfering pipe, vaults, fencing, pavements, the generator concrete pad, and the concrete ditch. Removing, handling, transporting, and disposal of lead-containing materials and lead based paint including tank and demolition waste, and installation and maintenance of construction best management practices (BMPs) and testing, monitoring and reporting services. New 0.4 MG pre-stressed concrete tank, overflow and drain vault, altitude valve vault, valves and valve boxes, meter and meter vault, concrete drainage channels, energy dissipaters, fencing, asphalt concrete pavement, generator pad, and the keystone retaining wall. Trenching; dewatering; installation of pipe bedding, pipe, fittings, thrust restraint devices and thrust blocks, isolation valves, and air release assemblies; connecting new pipelines to existing water distribution systems; capping abandoned pipelines; compaction of backfill; slope stabilization; and site restoration. Removal, temporary storage, and reinstallation of the generator. Electrical, instrumentation, and SCADA communication improvements and control systems for the new concrete tank including pressure transmitter and appurtenances. Work includes all site civil, mechanical, structural, and electrical and all incidental work as required by the Specifications and Construction Drawings; the District's Standard Specifications and Drawings; and permits or regulatory agency requirements to complete the project in its entirety. Per General Conditions, Section B - Preliminary Matters, the Contractor will be required to furnish with the Contract a performance bond in the amount of one hundred percent (100%) on the aggregate amount of the bid, and a labor and material bond in the amount of one hundred percent (100%) of the bid. The Contractor shall also furnish certificate(s) of insurance evidencing that all insurance coverage, along with applicable endorsements as required by the specifications, has been so secured. A warranty bond shall be furnished by the Contractor upon completion of the work for maintenance and guarantee of all work. The warranty bond can be furnished by an extension of the faithful performance bond after completion of the work. 10.0 BID GUARANTEE All bids shall be accompanied by a cashier's or certified check, payable to the order of the District (Lake Arrowhead Community Services District), amounting to ten percent (10%) of the bid, or by a bond in said amount and payable to said District, signed by the bidder and a Corporate Surety, or by the bidder and two sureties who shall justify before any officer, competent to administer an oath, in double said amount and over and above all statutory exemption. Said check shall be forfeited or said bond shall become payable to said District in case the bidder depositing the same does not, within ten (10) calendar days after written notice, sign the Contract. Additional bond forms are available at the District office. If a bid bond is submitted, satisfactory bid bond payable to District executed by the bidder as principal and an admitted surety approved to conduct business in the State of California as surety, in an amount not less than 10% of the maximum amount of the bid. Personal sureties and unregistered surety companies are unacceptable. The California admitted surety insurer, as defined in California Code of Civil Procedure Section 995.120, shall be a satisfactory corporate surety. The cash, check or bid bond shall be given as a guarantee that the bidder shall execute the Contract if it be awarded to the bidder in conformity with the Contract Documents and shall provide the surety bond or bonds as specified therein within ten (10) calendar days after notification of the award of the Contract to the bidder. Failure to provide an appropriate bid bond shall cause the bid to be rejected. 11.0 COMPLETION OF WORK All work shall be completed within 240 calendar days after the date of Contract Notice to Proceed by the District. After all documents, bonds, and required support materials have been submitted as required by the project specifications, the District will issue a Notice to Proceed giving the Contractor ten (10) working days to start. This Notice to Proceed shall be delivered to the Contractor electronically, deposited in the United States mail or provided to the Contractor at the preconstruction conference at the latest. A preconstruction conference will be convened by the District regarding the project. 12.0 LIQUIDATED DAMAGES It has been determined that the damage sustained by the District as a result of Contractor's breach of his agreement to complete work within the time agreed upon may result in damages of $1000.00 per Calender day.
