The City of Decatur, Georgia will receive sealed proposals from qualified Proposers for design and engineering services in the City Managers Office, 509 North McDonough Street, Decatur, Georgia 30030 . The City is seeking the services of Proposers including firms, partnerships, joint ventures or teams to provide on-call design and engineering services to the City of Decatur, Georgia. Services shall include planning, public engagement, engineering, design, survey, geotechnical and construction administration services for new construction, maintenance, and repair projects, or to evaluate such projects on very short notice, and on an as-needed basis, as determined by the City. Funding for design of the improvements may come from several different funding sources, including local city, state, and federal funds. Proposers will be required to comply with all applicable regulations of the City of Decatur and the Georgia Department of Transportation. Proposers must show evidence of prequalification with the Georgia Department of Transportation in the appropriate areas per the Task requirements on or before the submittal date. Responses to this Request for Proposals (RFP) shall include technical proposals along with all other information requested in this RFP. A qualifications-based and non-qualifications based selection process will be used. Evaluation of proposals will be based on the following criteria: Qualifications Based Criteria Staff experience on similar projects. Staff capacity to perform the work. Overall financial stability of the Proposer Staff experience in Decatur Staff ability to collaborate, communicate and facilitate consensus. Non-Qualifications Based Criteria6. Local Presence. Disadvantaged Business Enterprise participation Any questions and/or misunderstandings that may arise from this proposal should be submitted, in writing, and forwarded to the Project Manager no later than 4:00 p.m. on Wednesday, June 28, 2023 in order to be addressed prior to RFP submittal. Answers to such questions that materially change the conditions and specifications of this request for proposal will be sent to all attendees as an addendum. Any discussions or documents will be considered non-binding unless incorporated in an addendum. When addenda are required, the proposal opening date may be extended. Parties responding to this Request for Proposals must attend this briefing session in order for their submittal to be considered. Submittal of a proposal indicates acceptance of the conditions contained in the RFP. The City of Decatur reserves the right to retain all proposals submitted. All proposals are public records to the extent required by the Georgia Open Records Act. The City of Decatur reserves the right to accept or reject any or all proposals, to waive informalities, to negotiate changes in the scope of work or services to be provided and to otherwise waive any technicalities. The City of Decatur anticipates making multiple awards. Such an award, if any, is expected to be made within sixty (60) days from the proposal opening.
