The proposed project is located adjacent to Scott Air Force Base and Mid America St. Louis Airport in St. Clair County, Illinois. Work consists of the construction of the access roadway and bike trail including aggregate base course, tack coat, prime coat, hot-mix asphalt, roadway signage, pavement marking, seeding, drainage structures, vehicular/bike trail bridge over Little Silver Creek, vehicular/bike trail bridge over Silver Creek, concrete curb and gutter, storm sewers, rip-rap, traffic control, and any other work necessary to complete the access roadway and bike trail between Rieder Road and Airport Boulevard as specified. Contractors submitting a bid on this project will be required to provide proof of work experience and financial capacity to complete the project. Financial assistance for this project is being provided in whole or in part by the State of Illinois, Illinois Department of Transportation. The successful bidder will be required to comply with all applicable Equal Employment Opportunity and prevailing wage rate laws and regulations. No less than the prevailing rate of wages, as determined in accordance with the Illinois Prevailing Wage Act, shall be paid to all laborers, operators, teamsters, masons, plumbers, and any workers employed in the construction on this project. IDOT Prequalification is required for all contractors completing work within IDOT right-of-way. Contractors completing work within IDOT right-of-way shall be prequalified by the Illinois Department of Transportation for the specific type of work to be performed. It is the policy of the St. Clair County Transit District that Disadvantaged Business Enterprises (DBE) shall have an equal opportunity to participate in the performance of contracts. St. Clair County Transit District has established a project goal of 25% of the awarded contract sum for DBE participation. A bid guarantee in the amount of five percent (5%) of the bidder's Total Bid Price must accompanying a bid to ensure that the bidder will honor its bid upon acceptance. Bidders that wish to bid on this project must be registered with the Illinois Department of Human Rights (IDHR) by filing an Employer Report Form (PC-1) with the IDHR Public Contracts Unit (PCU).
