The OWNER reserves the right to reject any and all bids in its sole discretion, in whole or in part, for any reason or for no reason at all, to waive any informality/technicality in bids received, and to award the contract to any bidder, when such waiver is deemed to best serve the interest of the OWNER. A contract shall be awarded to the lowest responsible and responsive Bidder as determined by the OWNER. Should the successful Bidder fail to enter into a Contract with the OWNER and furnish the required bonds and insurance documents within fifteen (15) days following award of the Contract, through no fault of the OWNER, he shall forfeit the entire amount of his/her bid security to the OWNER. Sawcut to full depth, remove and replace sections of concrete road pavements at various locations within the City. No bid shall be withdrawn for a period of ninety (90) day. Work shall begin after July 1, 2023 and shall be substantially completed by November 15, 2023. Work shall be FINAL complete (completion of restoration and readiness for final payment) on or before November 15, 2023. Work extending beyond either/both of these dates shall be assessed liquidated damages at a rate of five-hundred dollars ($500.00), per calendar day.
