THIS IS A SOURCES SOUGHT ANNOUNCEMENT/ MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Naval Facilities Engineering Systems Command Southeast, (NAVFAC SE) is conducting market research of industry to identify potential firms, with current relevant qualifications, experience, personnel, and capability to perform services required for a Firm Fixed-Price Design award for: Professional engineering services for preparation of Design-Bid-Build documents from 35% design to 100% design and construction support for an Aircraft Component Repair Shop with utility connections from the existing facility and associated demolition at NAS Corpus Christi, TX. The sources sought is for services that will be required in Florida. The total current programmed amount for the subject project is approximately $88,000,000. The firm fixed price contract is anticipated not to exceed $7,500,000 over the life of the contract. The NAICS code for this contract 541330. The Estimated Construction Project for this procurement will be in FY 2025. No Foreign Nationals. Aspects of the MILCON projects will require review of critical supporting documents that Foreign Nationals are prohibited from accessing. Required Architect/Engineering (A/E) services may include, but are not limited to, architectural and engineering services for preparation of Design-Bid-Build documents (100% plans and specifications). The Services may also include field investigation and Post Award Construction Support (PCAS) The project associated with this contract shall involve any combination of the architectural, civil, structural, mechanical, fire protection, environmental and electrical engineering disciplines. If needed, studies and collateral equipment lists shall also be included. This contract will include initiatives to comply with the current version of UFC 1-200-02 High Performance Sustainable Building Requirements and may seek third-party certification under the US Green Building Council's Leadership in Energy and Environmental Design (LEED_) or Green Building Initiative (GBI) "Guiding Principles Compliance" (DoD versions only). All work shall be done in English units, as directed by the Government. Selected firms will not be able to propose on design-build task orders for which the firm or any of the firms' subcontractors have assisted the Government in the preparation of the Design-Build technical statement of work or plans and specifications. Project Description: Construct a new Aircraft Component Repair Shop to house rotary wing component rebuild activities. This project is Phase 5 of a multi-phase effort to replace the current facility, Building 8. Primary facilities include Aircraft Component Repair Shop to house component maintenance processes, bridge cranes, administration, break rooms, restrooms, and miscellaneous support space. Mass Notification Systems, fire protection and alarm systems, Sustainability and Energy Measures, Cybersecurity Measures, Utility Monitoring and Control System connection, access control systems, and Building Information Systems are included. Special foundations are required due to the high water table. Supporting facilities include: Central Energy Plant Equipment to support the Aircraft Component Repair Shop, utilities (electrical, water, sewer) and connections, paving, walks, storm drainage, site improvements, and information systems. Access for Individuals with disabilities will be provided. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Supporting Facilities cost is high due the raised building foundation and storm drainage requirements. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Demolish 5 buildings at Corpus Christi Army Depot, TX (69,780 Total SF). Air Conditioning (Estimated 400 Tons). Post Award Construction Services will be required as part of this project, including cybersecurity commissioning. The cybersecurity commissioning cost is to cover the contractor's submittals, administrative actions and compliance with Navy's cybersecurity requirements as well as Navy in-house costs to review contractor submittals and to implement steps necessary for obtaining Authority to Operate. Special qualifications include, but are not limited to: The AE shall have recent experience in the design of hangars, repair shops or support facilities with features as described in the project above. The AE must be familiar with current NAVFAC A-E criteria/regulations, guidelines, and procedures and demonstrate the ability to handle work under strict deadlines. Department of Defense and Department of the Navy principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate. Site preparation includes site clearing, excavation, demolition, and preparation for construction. A/E firms that do not have full in-house capability must also have the capability to manage sub-contractors and ensure quality control. The A/E must demonstrate in the submittal its plan for successful quality assurance and integration of all disciplines to ensure that a quality product is produced. Supervisory and/or key personnel should have Professional Engineer (PE) or Registered Architect (RA) certifications. Teams must consist of the following Disciplines (whether in-house or consultants): (1) Project Manager (2) Architects (3) Civil Engineers (4) Structural Engineers (5) Mechanical Engineers (6) Electrical Engineers (7) Communications Distribution Engineers (8) Fire Protection Engineers (9) Interior Designers (NCIDQ) (10) Landscape Architect (11) Cost Estimators - Level 3 CE (12) Roofing & Waterproofing (RRC) (13) Geotechnical Engineers (14) Topographic and Utilities Surveyors and Technicians (15) Commissioning Agents (Cx) (16) Environmental Engineers and Technicians (HAZMAT) (17) Schedulers with experience in Level 3 at minimum (delivered in P6 format) The project designed under this contract may require designers to obtain security clearances as well as having physical security measures in place before a firm can do the work. Security clearances are not required at the time of selection or award of a contract. All interested firms shall: Have NAICS 541330, Engineering Services, as an approved NAICS code. 2. Answer all of the questions in detail, as noted on the Market Research Questionnaire. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. A decision may be made to issue a solicitation as a stand-alone contract or to use other methods. All responses are due by 01 June 2023 at 2:00PM (ET). The method of Contractor Selection has not been Determined at this time.
