Renovation of a civil project in Rich Square, North Carolina. Conceptual plans call for the renovation of a water / sewer project.
Proposals must be enclosed in a sealed envelope and addressed to the Mayor, Town of Rich Square, NC. The name and address and qualified Licensing Number of the bidder must be plainly marked on the outside of the envelope. Pursuant to N.C. Gen. Stat. Sect. 87-15, by submitting a bid, the Bidder represents that it is appropriately licensed by all applicable Licensing Boards for the scope of work presented herein. PROJECT DESCRIPTION The Water System Improvement project will include the following elements: 1. Water Main Replacements: - Install 16,150 LF of 2", 6", & 8" water main, 30 hydrants, 37 valves, and 130 service connections. Proposed improvements will relace the system's remaining 1938 and 1968 - era infrastructure, which operates well beyond its useful life and a source of water losses in excess of 30%. Improvements will largely occur along the following streets: E. Jackson St., N. Main St., Lovers Ln., and Railroad St. 2. Elevated Tanks Replacement: - Install two (2) new elevated tanks, replacing the 100,000 - gallon Tank #1, erected in 1938, and the 100,000 - gallon Tank #2, erected in 1968. Both tanks operate well beyond their useful life. 3. Wells #1 & #2 Standby Power: - Install permanent generators at Well #1 and Well #2 to provide standby power in event of an emergency. Neither well is currently equipped with a generator. Doing so will ensure resiliency and redundancy of critical water treatment and supply systems, ensuring continuous operation during times of power loss. 4. Quail Trail System Looping:- Install 1,125 LF of 6" main along Quail Trail. Improvements are designed to extend the existing water line to tie into the existing 8" main on W. Jackson St. Contingent upon this award, the Town of Rich Square is soliciting Requests For Qualifications (RFQ) for professional engineering services to assist the Town in both 1) developing a final engineering report, and b) subsequent engineering design and bid package services and construction inspection services, of this project in compliance with all applicable federal requirements and regulations. Payment terms will be negotiated with the selected firm. The fee for professional engineering services will be paid with ARPA funds. 3 ngineering services shall include, but are not limited to, standard tasks necessary for the implementation of the project in conformance with the ARPA program and NCDEQ compliance areas: 1. Preparing and approval of the engineering report prior to the Release of Funds Upon the Release of Funds, the following scope of work is required: 1. Preparing the final design and construction bid package in conformance with applicable regulations and requirements; 2. Supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitations, conducting pre-bid meeting, conducting bid opening, and issuing the notice to proceed; 3. Conducting the pre-construction conference; 4. Surveying, field staking, on-site supervising of construction work, and preparing inspection reports; 5. Reviewing and approving all contractor requests for payment, change orders, and submitting approved requests to the governing body; 6. Providing reproducible plan drawings to the Town upon project completion; 7. Conducting final inspection and testing; 8. Submitting certified "as-built" drawings to appropriate authorities; and 9. Preparing an operation and maintenance manual (if applicable). Engineering Firms are to submit their qualifications to prepare the Engineering Report and subsequent design and construction services by 2:00 p.m., (6/16/2023) to: Reginald White, Mayor Town of Rich Square P.O. Box 336 109 N. Main Street Rich Square, NC 27869 RFQ SUBMISSIONS MUST INCLUDE AT A MINIMUM: 1. Individual or Firm Information: Firm's legal name, address, email, and telephone number, the principal(s) of the firm and their experience and qualifications; 2. Water System Experience: The specialized experience and technical competence of the staff to be assigned to the project with respect to water system improvements or related work, description of firm's prior experience, including any similar projects, size of community, location, total construction cost, and names of local officials knowledgeable regarding the firm's performance on related work. Include at least five references within the past five years; 3. Firm Capacity and Capability: The capacity and capability of the firm to perform the work in question, including specialized services, within the period of the grant, the past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; description of firm's current work activities, capability of carrying out all aspects of CDBG related activities, and firm's anticipated availability during the term of the project; 4. The proposed work plan and schedule for activities to be performed; and 5. Documentation of compliance with state and federal debarment/eligibility requirements. 6. Submit four copies of the RFQ to the Town of Rich Square
