The San Jacinto River Authority is requesting Statement of Qualifications (SOQs) for Professional Engineering Services for Wastewater Conveyance Optimization Route Study. This RFQ solicits information that will enable SJRA to select a Firm that shall provide professional services for the route study phase of the Wastewater Conveyance Optimization project. This RFQ will be utilized to select a consultant for the route study. Future RFQs will be issued for subsequent design phases and construction phase services for the project. The selected Firm who conducts the route study will not be precluded from submitting on future RFQs for future phases of the project. SCOPE OF WORK: The Authority is seeking to retain a Firm to complete a route study for a proposed gravity sewer main between Lift Station No. 5 and WWTF No. 1 based on the results of Wastewater Strategic Planning Efforts completed to-date. There may be factors beyond the scope of already-completed strategic planning that could result in major project hurdles. A route study is needed to identify and evaluate potential routes to determine where the gravity main would be constructed, identify obstructions, land requirements, and methods to eliminate lift stations, and ensure uninterrupted flow to WWTF No. 1 prior to completing construction of the new treatment facility. The route study will include a fatal flaw analysis to identify factors that could potentially cause unanticipated problems with design and construction of the gravity main; such factors could include, but are not necessarily limited to, environmental permitting, floodplain considerations, geotechnical, constructability and property acquisition risks. This project is funded partially or in whole by the Texas Water Development Board (TWDB) and is contingent upon their review and approval. All questions/inquiries shall be entered into the Brazos Valley e-Marketplace System.
