CDBG Small Cities – LEAD Technical Consultant LEAD Based Paint Inspection and Risk Assessment Town of Mansfield, Connecticut In order to assure compliance with the Connecticut Department of Housing (DOH) and related requirements regarding competitive negotiation of professional services, the Town of Mansfield is seeking proposals for the provision of the services described below relating to Small Cities Community Development Block Grant from the State of Connecticut Department of Housing and U.S. Department of Housing and Urban Development in relation to Mansfield Housing Rehabilitation Program. Description of Services Needed The Town of Mansfield (Town) is administering Housing Rehabilitation Funding from the Small Cities Community Development Block Grant Program (CDBG) (Program). The Town is seeking qualified lead paint inspectors to provide inspection services to the Program on a as needed basis. The Program serves primarily single-family homes. All residential properties participating in the Program built prior to 1978 are required to have a Lead Based Paint Test. If lead-based paint hazards are detected and subsequently remediated a clearance report must be performed at the closure of the project and submitted to the Program. Where lead an abatement or safe work practices are used, the inspector will perform postabatement testing for assurance of compliance with both Federal (24 CFR Part 35 and Section 1012 and 1013 (Title X) of the Residential Lead Based Paint Hazard Reduction Act of 1992 and the State of Connecticut Lead Paint Laws and Regulations and or the more stringent applicable regulations. Contract Type The Town of Mansfield will execute a not-to-exceed contract for these services. All services will be delivered for the agreed upon price.
